What's New with BSU Research

Call issued for FY10 appropriations requests

The Division of Research is pleased to announce a call to the campus community for FY10 appropriations requests. Those interested in responding to this call are encouraged to submit a one-page white paper describing their proposed project electronically through their dean and/or supervisor to Robyn Williams of the Division of Research.
Deadlines are posted at the end of this announcement.

The white papers will be reviewed and prioritized by an internal ad hoc committee assembled by the Vice President for Research. Approximately 10-15 of the proposed projects will be selected to go forward as part of the FY10 appropriation request package from Boise State University. The principal investigators of the selected projects will be asked to complete a full FY10 appropriation application. The projects with the best chance for success are those that1) meet a specific federal agency need, 2) are presented in a concise manner in lay language, 3) are presented with a clear scope and time line and 4) demonstrate benefit to the state and region.

Congressional appropriations are designed to assist with funding for projects for a limited amount of time. Projects should limit their funding requests to a maximum of three fiscal years. Projects should not expect to receive federal funding beyond three years; the combination of extremely limited resources and high demand for funding means that projects eventually should be able to financially support themselves without having to rely on Congressional appropriations.

Other suggestions to keep in mind:

Although previously funded projects have an advantage, new projects are
funded every year.

Partnering with other communities, organizations, or institutions may increase your chances of securing funding for your project.
Appropriators usually prefer programs with a wider regional interest or a more diverse community of interests.

Every request received by a Congressional Appropriations Committee is forwarded to the relevant agency for evaluation.
The Appropriations Committee usually gives great deference to the recommendations of agency professionals.

The timeline for the FY10 appropriation request process is:

Whitepaper submitted to Dean or Supervisor by October 13, 2008 Whitepaper received by Division of Research by October 17, 2008 Investigators notified of selection results by October 24, 2008 Full appropriation applications submitted to Division of Research by November 21, 2008 Revisions due to Division of Research by December 15, 2008

Research Block Grant Program goes into effect July 1

The Division of Research will replace the existing Faculty Research Associates Program (FRAP) and Faculty Research Grant (FRG) internal grant programs with a Research Block Grant Program, effective July 1, 2008. 

Essentially, this initiative will involve the Division of Research administering Research Block Grants in the amount of $20,000 to each of the following five colleges/academic units on campus:

- College of Arts and Sciences (limited to the following departments: Art, English, Modern Languages and Literatures, Music, Philosophy, and Theatre Arts)
- College of Business and Economics
- College of Education
- College of Health Sciences
- College of Social Sciences and Public Affairs

The purpose of this new program is to provide each of the above colleges with financial resources to make strategic investments that advance research in their respective areas.  Examples of activities that could be supported from these funds include, but are not limited to, summer salaries, faculty course buyouts, graduate assistantships, equipment purchases, or seed grants.  

How these funds are spent will be at the discretion of the college.  However, each college is asked to develop a description of the process that will be used to allocate these funds by 6/30/08.  Please submit the information to Vice President for Research Mark Rudin by either memo or e-mail. Once information is received, arrangements will be made to transfer the funds to college accounts after July 1, 2008.

Additional conditions/requirements associated with these funds include:

- All of the funds must be expended by June 30, 2009.
- Publications, presentations, etc. resulting from the use of these funds must acknowledge that the work was supported by the Boise State University Division of Research.
- Participating colleges must submit an annual report by the end of FY09, which describes how the funding was used during the fiscal year and what deliverables (publications, presentations, performances, grant applications, etc.) were completed as a result of the funding.  The Division of Research will develop a template for this annual report during FY09.
- The FY10 installment of these funds will be released only after the annual report is received by the Division of Research.
