Constitution and Bylaws


Art educators and students connected with Boise State University are active in the state art education association. As students, both graduate and undergraduate majors attend and participate in the annual conferences. Many of our students help with conference needs such as registration, assisting presenters, and present workshops themselves.

Boise State faculty and graduates have served on the IAEA Board in every capacity except that of President, and the current President-Elect will soon give us a 100% in that regard. The association has been a strong supporter of our students and has recognized them and our faculty with awards and warm letters of appreciation. We believe this "connection" at the state level to be invaluable to art education majors and art teachers throughout the state of Idaho.

 

Below you will find the current State of Idaho Fine Arts Goals and a copy of the Constitution and Bylaws of the Idaho Art Education Association. We hope to be able to include the current list of IAEA Board members on this web site soon.

 

PREAMBLE TO THE CONSTITUTION:

MISSION STATEMENT

As an organization, the Idaho Art Education Association"affirms our faith in the power of the visual arts to enrich the lives and endeavors of humankind. In a highly technological society such as ours, the visual arts serve as a humanizing force, giving dignity and a sense of worth to the individual. They provide the means by which aesthetic quality and order are derived from the exercise of an individual's creativity and critical understanding.

It is our purpose to pormote and maintain the highest possible quality of instruction in visual arts programs under whatever auspices they are fostered.

It shall be our intent to communicate our belief to the organized teaching profession and to the community-at-large, to strengthen the position of the visual arts as a descipline in the schools, and to affect positively the role of art education in the culture.

We dedicate ourselves to aesthetic and humanistic growth and quality performance in art. With these as our goals, we support visual arts and humanities programs that provide depth and breadth of experience in art in order to meet the needs, interest, and abilities of the varied individuals we teach."

MISSION STATEMENT - Abstract

The Idaho Art Education Association, representing art educators, artists, art consultants, and art administrators at all levels from preschool to university graduate school, is a professional non-profit organization dedicated to promoting and nurturing the visual arts in American education. We believe that art education is no less basic to general education than the academic core subjects.

CONSTITUTION AND BY-LAWS OF THE IDAHO ART EDUCATION ASSOCIATION

(Adopted March 1991; Revised October 1993)

CONSTITUTION

 

Article I - NAME

This organization shall be known as the Idaho Art Education Association.

 

Article II - PURPOSE

The purpose of the organization shall be the improvement and advancement of art education in the schools and through other organizations in the state of Idaho as described in the Mission Statement (above).

 

Article III - MEMBERSHIP and MEETINGS

Persons who pay membership dues shall be eligible for active membership This membership guarantees entitlements specified in IAEA By-laws Article II.

The I.A.E.A. membership will meet once a year at an a profession conference planned and organized to provide them with information and opportunities relavant to their occupations and interests.

The I.A.E.A. Board will meet at regular intervals throughout the year for business and planning sessions. Special meeting of the Executive Committee may be called by the President as needed Regional Representatives and Division Directors may organize regional or job-alike meetings for members in their areas.

 

Article IV -ORGANIZATION AND GOVERNANCE

A. Officers and Offices

1. The I.A.E.A. is organized to include a Board of Directors, an Executive Committee, Regional Officers, Division Directors, the Newsletter Editor, and the Conference Chair.

2. State officers I.A.E.A. are the President, President-Elect, Vice-President Treasurer, and Past President.

3. The term of office is for two years. No Board member wil simultaneously hold more than one office or succeed themselves without Board approval.

4. The members of the I.A.E.A. Board are the elected officers, division directors, regional representatives, Conference Chairperson, and the Newsletter Editor. Two-thirds of the Board constitutes a quorum. The President serves as Chair of the Board and the Executive Committee.

5. The members of the I.A.E.A. Executive Committee are the President, President-Elect, Vice-President, Secretary, and Treasurer.

6. Regions are geographical areas defined by the Idaho State Board of Education. One person serves as representative from each region. These regions are:

Region 1: North Idaho from Plummer and St. Maries School Districts (North);

Region 2: Central Idaho from Grainville (South) to Potlatch (North) School Districts;

Region 3A: Southwest Idaho from Parma(South) to Riggins (North); and 3B from Bruneau (South) to Wilder (North);

Region 4: Magic Valley from Glenn's Ferry (West) to Burley (East) to Twin Falls (South) and Sun Valley (North) School Districts;

Region 5: Southeast Idaho from Blackfoot (North) to Pocatello, Malad, and Bear Lake (East) School Districts;

Region 6: Northeast Idaho from Salmon (North) to Butte County (West) to Teton (East), Idaho Falls, Shelly, and Firth (South) School Districts.

7. Divisions are made up of job-alike groups of the membership. These are the Division of Elementary Education, The Division of Secondary Education, the Division of Higher Education and Administration, the Division of Museum Education, and the Division of Students of Art and Art Education.

8. Affiliate Groups may be orgaized by members provided they meet the established policies of the I.A.E.A.

9. Vacancies and termination:

a. Vacancies in elected or appointed offices may be filled by Presidential appointment with Executive Committee approval for the remainder of the vacated term;

b. In the event of vacancy in the office of Past President, the President shall appoint an interim advisor from the ranks of previous I.A.E.A. Presidents and with the approval of the Executive Committee;

c. Any officer may be subject to removal by a majority vote of the Executive Committee. If the officer is a member of the Executive Committee, their removal requires a majority vote of the I.A.E.A. Board.

 

Article V - NOMINATIONS and ELECTIONS of OFFICERS

A. Election of Officers

Candidates for office in the I.A.E.A. must be members in good standing who have held active membership in the Association. A majority of the votes cast is required for election.

B. The Nominating Committee:

1. consists of two or more members, each from a different region and division plus the President-Elect who serves as Chair, chosen by the Executive Committee six month before the annual meeting.

2. will submit a ballot of nominees to the Executive Committee for approval no later than June 1st. All nominees must have consented to serve.

3. will prepare the approved ballot of nominees to be voted upon by the members of the association at the annual meeting;

C. The President, President-Elect, Vice-President, Secretary, and Treasurer will be elected for the term of two years. The President may not serve a consecutive term as President. Officers may run for other offices on any election year. The President may run for President-Elect (again) after serving as President.

D. The President-Elect automatically becomes President whenever the President steps down.

F. Offices of Conference Chair, Newsletter Editor, Director, and Representative are appointed positions for the term of two years and are allowed to hold the position for two consecutive terms before relinquishing the position for reappointment.

G. Elections of officers take place once a year at the annual conference. The exact conference date is selected by the Conference Committee. (The committee consists of the Chair and two members approved by the Executive Committee.) The location of the conference is decided one year in advance by a majortiy vote at the annual meeting of the I.A.E.A. members.

 

Article VI - AMENDMENTS

Any I.A.E.A. member may propose an amendment to the I.A.E.A. Board. Upon the Board's determination of the merit of the proposed amendment, a copy will be sent to the members for review and vote at its next regularly scheduled meeting. Two-thirds of the votes cast is required for passage of an amendment.

 

Article VII - ADOPTION of CONSTITUTION and BYLAWS

After presentation of the proposals to the membership and upon the majority approval of the votes cast from the current I.A.E.A. membership eligible to vote, this Constitution and Bylaws become operative immediately.

 

Article VIII - FISCAL YEAR

The fiscal year will extend from July 1 to June 30.

 

Article IX - RULES OF ORDER

Robert's Rule of Order (revised) will be the authority on all questions of procedure not otherwise covered in the Constitution and Bylaws.

 

Article X - DISSOLUTION

In the event of termination, liquidation, or dissolution of this corporation for any reason, all assets and properties of the corporation will be distributed to the Idaho State Department of Education for use in Visual Arts Education.

BYLAWS

Article I - DUTIES of the OFFICERS

A. The President will preside at all meetings, conduct the affairs of the organization, be responsible for sustaining the statewide programs, recommend all appointments upon Executive Committee approval, be ex-officio member of all committees, have Executive Committee and Board voting power, train and orient the President-Elect, present meeting agendas at all meetings, and consistently inform, work with, and attend meetings of the National Art Education Association as laison officer representing Idaho art educators.

B. The President-Elect will assist the President in sustaining the statewide program, perforn all the duties of the President in his or her absence, be responsible for grant writing, serve as ex-officio member of all committees and will have Executive Committee and Board voting power.

C. The Past President will serve as advisor to the Board and assume the duties of the President-Elect in the event of vacancy in that office; and assume other duties as determined by the President.

D. The Vice-President will Chair the Regional Representative and Division Directors meetings, assist the President in sustaining a statewide program, perform all duties of the President in the event of the President's and President-Elect's absence, have Executive Committee and Board voting power, and act as parliamentarian in Executive Committee and Board meetings using Robert's Rules of Order.

E. The Secretary will perform the duties of Secretary to the Officers and Board, keep the Minutes of all meetings, send out notices of meetings and other notices as required, maintain files on all correspondence, work with the Treasurer to maintain an active file of the membership, and prepare/present typed Minutes of previous meetings to the Executive Committee and any other Association meetings.

F. The Treasurer will collect/receive all dues and revenue, deposit the same in a bank in the name of the Idaho Art Education Association, Inc., actively seek additional funding for the Association, keep full and accurate accounts, present on going an current financial statements monthly to the President and at all regular meetings, present a factual, audited report of the financial affairs of the I.A.EA. to the annual meeting of the Association (from a licensed accountant to comply with the State's requirement establishing this Association as a non-profit corporation prior to October 1 of each year). A copy of such report will be included in the Minutes of the annual meeting. The Secretary will have Executive Committee and Board voting power.

G. The Conference Chair will be appointed on a yearly basis to carry out the duties of selecting a committee to plan, implement, and evaluate the annual state conference, report all activities to the President and Executive Committee as scheduled for final approval. The Conference Chair is a non-voting member of the Executive Committee and a voting member of the I.A.E.A. Board.

H. The Newsletter Editor will be appointed for a two-year term and will be responsible for the production of the I.A.E.A. Newsletter, the Conference issue (the late-summer issue of the Newsletter), and will work with the Secretary in releasing public notices, bulletins, election ballots, and other mailings using the Association's bulk rate mailing permit. The Newsletter Editor is a non-voting member of the Executive Committee and a voting member of the I.A.E.A. Board.

I. Division Directors - Elementary, Secondary, Museum, Professional Artist, Higher Education/Administration, and Student will be apointed on a yearly basis, will report information about their job-alike sites and members to the I A.E.A. Board at such frequency as directed by the Executive Committee, encourage membership increases within their disciplines, and be responsible for planning and implementing job-alike sessions at the I.A.E.A. conference. Division Directors are voting members of the I.A.E.A. Board.

J. Regional Represenatives will serve as laisons between the six geographic/school district areas described in the Constitution to reflect the needs of their regions. They will carry out the mission of the I.A.E.A., aide in the nomination process and conference site selection, advise the Board on prospective conference presenters, and encourage membership increases within their respective regions. Regional Represenatives are voting members of the I.A.E.A. Board.

 

Article II - MEMBERSHIP

All persons interested or engaged in activities concerned with or related to the visual arts or art education in the State of Idaho are eligible for membership.

 

A. Active Membership:

A person who pays membership dues during the fiscal year is an active member. This membership shall entitle a person:

1. to vote on all matters on the agenda of the annual business meeting and amendments to the Constitution or Bylaws as stated herein;

2. to receive all publications of the organization;

3. to participate in all activities sponsored by the organization;

4. to be eligible to serve on committees, run for an elected office, or be appointed to an office.

 

B. Classes of Membership:

1. Individual - Any person interested or involved in or who wishes to become an advocate of the visual arts in Idaho;

2. Patron - Individuals or organizations interested in providing financial or other physical support to the association; or

3. Honorary - Individuals who, in the opinion of the Executive Committee, have made outstanding contributions to the association.

C. Payment Period for Dues:

The period covered by annual dues begins on the first day of the Annual Conference and expires on the last day before the next Annual Conference. Dues collected at other times shall provide membership until the last day before the conference of that year.

D. Unpaid Dues:

Failure to pay the annual dues on or before the first day of the annual conference, a person forfits membership after a three-month grace period.

E. Dues Amount:

Annual dues shall be set by the Executive Committee who will determine increases necessary to cover association expenses from year to year.
