The U.S. Postal Service is changing the Move Update standard to improve the percentage of deliverable mail and increase efficiencies of mail processing. Beginning 11/23/08 addresses must have been updated within 95 days of mailing. The old standard was 185 days. Standard (Bulk) Mail lists must now comply with the new update requirement.
The Office of Information Technology Enterprise Applications Systems will facilitate regular change of address updates of primary mailing address data for students, faculty, staff and vendors.
If you maintain address data outside of PeopleSoft, mailing lists must be processed through the approved National Change of Address (NCOA) linked software prior to any mailing sent on or after November 23, 2008. Subsequent mailing list updates must be completed within 95 day cycles and can be accomplished by using one of the authorized alternatives to meet the requirement.
For mail addressing projects processed through Printing & Graphic Services, lists will be automatically processed through NCOA-Link for address change updates. Changes will be incorporated into the mailing and a list of changed addresses will be sent to the customer so they may update their master list.
If you handle addressing internally and send your mail directly to Mail Services, Printing & Graphics can process your mailing lists on a quarterly basis (fee incurred) through an approved NCOA-Linked application and provide change of address data so you may update your mailing list and satisfy the new U.S. Post Office requirements.
Presort Standard (Bulk) Mail sent directly to Mail Services must include a Service Request Form with an authorized signature confirming that the list meets the new 95 day Move Update requirement. The PDF form is available on the Mail Services website.
