THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE CONTRACTS IDENTIFIED IN THE ATTACHED LIST.
In June 2008, the Institute of Education Sciences (IES) of the U.S. Department of Education awarded contracts to 49 State Education Agencies (SEAs) (all states except NY, LA, and TX plus the District of Columbia and Puerto Rico). The period of performance was for a base year of 12 months and 4 12-month option periods for the purpose of providing support to ED by National Assessment of Educational Progress (NAEP) State Coordinators.
The Department of Education intends to issue a 12-month task order against each of the existing 49 state contracts to assist SEAs in continued long-term improvement of data collection and submission systems and processes. Final regulations published on January 25, 2007 under 72 FR 3698 require SEAs to use the EDFacts system for submission of all data collected by EDFacts beginning with data collected for SY 2008-09.
These task orders aim to facilitate seamless reporting of complete and timely data to ED and the public. This would be accomplished through steps taken to improve data usage and reporting capabilities within the SEA, including but not limited to: expanding guidance available to Local Education Agencies (LEAs) to improve the quality of their data submissions, automating standard EDFacts reporting formats and enhancing linkages between EDFacts reporting tools and the state's longitudinal student data system.
