LAMP Assessment Update

The Assessment phase is complete, or nearly so. In the next week Skip will submit the proposal in final form. We then have to wait a few weeks until it's reviewed by the appropriate committee. We should have a decision by late October. At that point, the Planning phase can begin. That will likely take a month or more. Once that step is done, we'll finally have a timeline!
