Open Enrollment

The FY23 Open Enrollment Period is April 25 – May 13, 2022

Below is a list of changes coming for the new plan year.

  • Health Insurance Premium Rates:
  • This is the ONLY time employees can add or delete medical and dental coverage for themselves and their dependents for FY23 without a qualifying life event. After Open Enrollment closes, employees will be locked into/out of enrollment until the next Open Enrollment cycle.  Employees that have a qualifying event will have 30 days from the event to enroll or cancel coverage.
  • PPO-Only Network for Dental Providers. Traditional network dental providers will not be covered.
  • Removal of the Waiting Period for Major Dental Services.  The one-year waiting period for orthodontia remains.
  • Dependent verifications will no longer be required at the time of enrollment into the health plans.  The Office of Group Insurance will audit dependent eligibility every 3 to 5 years.
  • Air Ambulance Services are covered at the In-Network benefit level and the service costs accumulate toward the out-of-pocket limit.
  • Changes to the Flexible Spending Accounts for FY23:
    • The Health FSA limit will increase to $2,850.00 per plan year
    • The Day Care FSA limit has decreased to $5,000.00 per plan year; ($2,500 if married and filing taxes separately).
    • You may now roll over up to $570 of your unused Health FSA funds to the upcoming Plan Year.  FY23 funds that are carried over will be credited to your FY24 plan after 10/01/2023.

Open Enrollment

Open Enrollment is the only time each year that you’re able to:

  • Change medical plans from a Traditional, PPO, or High Deductible plan.
  • Elect previously declined dependent dental coverage (dependent must also be enrolled in a medical plan)
  • Switch premium deductions from post-tax to pre-tax or vice versa.
  • Enroll in the Healthcare Flexible Spending Account (FSA).
  • Enroll in the Dependent Care Flexible Spending Account without a qualifying event.
  • Enroll in or cancel the ARAG Legal Group Plan.
    • ARAG Rates are changing:
      • The Legal Protection plan is increasing from $17.00 to $19.75 per month
      • The Legal Protection Plus plan is increasing from $23.00 to $23.75 per month.
    • Enrollment or changes to ARAG need to be made directly with ARAG Legal through their website. The access code is 15481bsu.

Enrollment in the Healthcare and Day Care Flexible Spending Accounts (FSA) does not automatically continue from one year to the next.

Employees who want to participate in the Flexible Spending Accounts (FSA) for the FY23 must enroll/re-enroll during Open Enrollment. Please note, if you are not making any changes nor enrolling in flexible spending, no action is needed during open enrollment.

Pro Tips and Best Practices

We want to make sure that all employees who submit changes to their benefits during Open Enrollment do so with ease and without errors. Make sure to follow all instructions and submit your forms by the May 13th due date. Here are some other helpful tips:

  • You can send paperwork via email to
  • You must fill in your complete address with Address Number, Street, City, State and Zip Code
  • If you handwrite your forms, please write legibly to ensure proper processing.
  • In the agency section, the answer is Boise State University
  • The benefit effective date is 7/1/2022
  • Make sure you are filling out forms for FY23 (or only use forms linked from this page)
  • Most Importantly: Be sure to sign the form! We can accept electronic signatures. The digital signature should include your name and date/time stamp to verify the actual date the employee signed the form.

Choice Card and FSA forms

There are several ways to submit your FY23 Choice Card and FSA forms

In addition to dropping the forms off in person at the Human Resource office or one of the Campus Collection Stations, you may also email, fax or mail the form, but choose one method only.

If you email or fax the form to us, please do not mail the original. This duplicates the process and creates additional work and possible delays on our end.

We will also be offering Campus Collection Stations for your convenience. See the dates and locations below:

 You may bring-in or complete the FY23 benefit paperwork and drop it off with the Benefits Team.

    • (SUB)Student Union Building: Friday, April 29, 2022 from 10 a.m. – 2 p.m.
      • Located next to the Boise River Cafe
    • Albertsons Library: Thursday, May 5th, 2022  10 a.m. – 2 p.m. 
    • ILC (Interactive Learning Center): Thursday, May 12th, 10 a.m. – 2 p.m.

All forms must be received by the HR Benefits Team by May 13th. Please consider this if you intend to mail the forms as they must be in our office by May 13th or, if you drop them off our office closes at 5pm.

Benefits Fair

The Annual Benefits Fair will be held in the Simplot Ballroom from 10am-2pm on Monday, May 9th.  Join us at this annual event and learn more about the benefits offered through Boise State.

Employees that attend will be entered into the Door Prize Drawing. Employees are approved for an hour of release time to attend.

Do I have to enroll/re-enroll in FSA every year?

Yes. Enrollment does not rollover automatically from one fiscal year to another.

How many pay periods do we have in FY23?

There are 26 pay period in FY23.

When is the benefit effective date?

July 1, 2022

  • You can find your Hire Date by logging into myBoiseState, sign in through Bronco Hub.
  • Under the “Me” module select “Employment Info”
