Martin publishes article about Homeland Security subpoenas, free speech

Sam Martin, Frank and Bethine Church Endowed Chair for Public Affairs, published an article for The Conversation examining reports that the Department of Homeland Security is using administrative subpoenas to identify anonymous social media critics of Immigration and Customs Enforcement. Drawing on Supreme Court precedent protecting anonymous and dissenting speech, Martin argues that even “lawful” investigative tools can still chill constitutionally protected political criticism when they’re aimed at the government’s critics.
