Stormwater Program

​Boise State Stormwater Incident Report Form

Boise State University has the authority to eliminate and control illicit connections, discharges, spills and dumping as part of its stormwater management program.

Use the following form to report any non-stormwater discharges (spills, illegal dumping, connections, etc.) to the storm sewer system.

​Boise State University Stormwater Management Program

In accordance with permit requirements Part 2.5.5, the Boise State Stormwater Management Program (SWMP) is designed to reduce the discharge of pollutants from the Municipal Separate Storm Sewer System (MS4) to the maximum extent practicable and to protect the water quality in receiving waters.  The program is reviewed and updated annually to fulfill obligations under the National Pollutant Discharge Elimination System (NPDES) MS4 permit that Boise State University holds with five other Permittees. An updated SWMP will be available on October 1 of each permit year.  The document will also be submitted to IDEQ and EPA by January 30th as part of the MS4 Annual Report for the permit reporting period October 1 through September 30.

Stormwater Pollution Prevention Plan

Boise State University is covered as a Permittee under the National Pollutant Discharge Elimination System (NPDES) Phase I Municipal Stormwater Permit number IDS-027561 along with Ada County Highway District (ACHD), Boise City, Garden City, Idaho Transportation Department, and Drainage District #3. The NPDES program is a requirement of the federal CWA and is overseen by Idaho Department of Environmental Quality (IDEQ) and EPA, Region X. The Phase I Permit requires that all Permittees develop a storm water management program (SWMP) aimed at reducing the discharge of pollutants into the Permittees’ municipal separate storm sewer system (MS4).

A required component of the SWMP is the implementation of an operations and maintenance (O&M) program designed to prevent or reduce pollutant runoff from municipal operations and from Permittee-owned storm water facilities. One requirement of the O&M program is the development of a storm water pollution prevention plan (SWPPP) for all heavy equipment maintenance and storage yards, and material storage facilities.

This SWPPP has been developed to meet the O&M requirements outlined above. This SWPPP must be implemented on the main Boise State University campus for the Landscape Services facility located at 1110 Vermont St., Boise, ID 83725, with certain elements applicable to the Facilities, Operation and Maintenance facility, located at 1311 Belmont St., Boise, ID 83725.

SWPPP Availability

A copy of this SWPPP will be kept at the Environmental Health, Safety and Sustainability office located at 1129 Euclid Ave., Boise, ID 83725 on the Boise State University campus. It will be made available to IDEQ and EPA personnel on request.

Intergovernmental agreement for roles and responsibilities under the NPDES municipal stormwater permit

The purpose of this Agreement is to detail the duties, roles and responsibilities to be provided by the Permittees with respect to compliance with Federal NPDES Stormwater rules, regulations and requirements and the commitments set forth in the NPDES Permit issued by EPA.

NPDES MS4 permit IDS 027561

This Permit covers all areas within the corporate boundary of the City of Boise and Garden City, Idaho, which are served by the municipal separate storm sewer systems (MS4s) owned or operated by the Ada County Highway District, Boise State University, City of Boise, City of Garden City, Drainage District #3, and/or the Idaho Transportation Department District #3 (the Permittees).

NPDES Municipal Separate Storm Sewer System Annual Report

The Phase I NPDES Municipal Separate Storm Sewer System Annual Report provides a summary of the compliance activities performed by Boise State University. The report is prepared in order to fulfill obligations under the National Pollutant Discharge Elimination System (NPDES) permit IDS-027561 that Boise State University holds with five other Permittees. Reports are submitted to Idaho Department of Environmental Quality (IDEQ) and U.S. Environmental Protection Agency (EPA) annually, on or before January 30th. This Annual Report for the reporting period October 1, 2021 through September 30, 2022 provides necessary documentation along with an updated SWMP to comply with the NPDES stormwater permit.

Operating Guidelines for Permittees on NPDES MS4 Permit IDS-027561

These guidelines (including certain budget procedures) guide the Permittees through the activities in which all share in the cost and/or administration of the program and coincide with the Intergovernmental Agreement.

Four (4) categories have been identified for which the Permittees have agreed to apportion costs for those activities, including Program Administration and Management. By adoption of these Guidelines, the Permittees have determined that the Program Administration and Management category should include those activities for which the Permittees are apportioning costs for certain planning and Permit compliance not related to any individual Permittee compliance activity. Such activities include the Permit reapplication process and required Permit document preparation.

Permittees also agree to consider other subcategories for which apportionment of costs would be appropriate under the Permit and to process budget requests and approvals. Any additional subcategories shall require an amendment to these  Guidelines.

The Chemical Hygiene Plan provides guidance on the safe and proper handling, storage, and disposal of chemicals on campus.

The CHP describes the proper procedures for ordering or obtaining chemicals, tracking them in the University’s chemical inventory system, and how to keep them secure.
