Summary
The National Institute of Standards and Technology (NIST) is soliciting proposals for research, prototyping, and commercial solutions that advance microelectronics technology in the U.S., to be considered for funding by the CHIPS Research and Development Office (CRDO).
The following are general critical and emerging technology (CET) topic areas that have been identified as priority areas for proposals under this Broad Agency Announcement (BAA):
- Semiconductor,
- Application of Artificial Intelligence (AI) for advanced microelectronics research and development,
- Application of quantum technology for advanced microelectronics research and development,
- Application of biotechnology and biomanufacturing technology for advanced microelectronics research and development,
- Commercialization of innovations, and
- Standards development.
Submission to this BAA is in two parts: a required White Paper and, if invited to proceed, a Pre-negotiation Package. More information regarding submission instructions and requirements can be found here.
Award
Project budgets should be at least $10 million for up to five years and need to reflect the actual needs of the proposed project. All funding considerations are based on the availability of funds.
Limited Submission Requirements and Timeline
Institutions may submit more than one White Paper, provided that each White Paper represents a technically distinct project.

If interested in this submission, please complete the Notice of Interest (NOI) form by 4 PM on December 11, 2025. Only proposals approved by the Division of Research and Economic Development may be submitted to this program.

Key Submission Dates
- December 11, 2025 – by 4 pm Notice of Interest due
- December 18, 2025 – Anticipated date applicants will be notified of approval
- Upon Notification – Proposal Intake Form due to OSP Pre-Award
- Five business days prior to submission – Final documents due to OSP
- Application accepted on a rolling basis as they are received. Applications accepted until September 30, 2029, unless this BAA is amended to add an earlier closing date.
