Christopher Torres earned his Ph.D. in Public Policy and Administration from Boise State University. He holds bachelor’s degrees in philosophy and environmental studies from the University of California, Berkeley, as well as master’s degrees in the same fields from the University of Oregon. His Ph.D. research examined the institutional, political, and administrative barriers to embedding innovative forms of public participation into U.S. federal science and technology program design and decision-making at NASA, Department of Energy, and NOAA. His research interests involve political philosophy, the role of bureaucracy in democracy, and the ways government administration impacts public trust in democratic institutions and processes.
