Purpose

Serve as a senior level public health officer with responsibility to plan, organize, direct, and manage an ongoing campus-wide COVID-19 response; provide consultation and technical assistance on disease management, including reintegration planning, testing, and infection mitigation. Manage the personnel and program and processes to support public health team objectives including but not limited to a robust university contact tracing program. Educate campus on specific health risks and create programs to encourage healthier lifestyles and minimize the risk of illness. Coordinate the resources and programs to improve campus health.

Level Scope

Recognized subject matter expert who knows how to apply theory and put it into practice with in-depth understanding of the professional field with limited oversight from managers. Independently performs the full range of responsibilities within the function; requires deep job knowledge of area typically obtained through higher education combined with experience. Manages large projects or processes and problems faced are difficult and often complex; analyzes problems/issues of diverse scope and determines solutions. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy. Influences others regarding policies, practices and procedures.

Minimum Qualifications

Bachelor’s Degree and 5 years experience or equivalent

Knowledge, Skills, and Abilities

  • Knowledge of public health principles and practices, particularly disease mitigation and response strategies, including contract tracing, self-isolation and quarantine.
  • Ability to develop and implement reintegration plans informed by public health best practices.
  • Knowledge of higher education operations.
  • Knowledge of COVID-19 diagnostic and antibody testing.
  • Knowledge of Local, state and federal laws and regulations.
  • Skilled in written and verbal communication and campaigns related to public health.
  • Ability to manage, hire and train personnel.

Essential Functions

Key Responsibilities

60% of Time the Public Health Officer, Senior must:

  • Develop and manage the university’s Contact Tracing program to slow and prevent COVID infections and outbreaks on campus.
  • Develop and manage a team of personnel responsible for contact tracing, and serve as a primary or backup contact tracer when necessary.
  • Create standard operating procedures for contacting and interviewing individuals related to positive COVID cases and exposures.
  • Standardize process to assess and communicate timelines and requirements for quarantine and isolation due to COVID positive tests and exposures.
  • Standardize and oversee processes to notify faculty and supervisors of COVID related absences and timelines for returning to work or class.
  • Partner with Housing and Residence Life, University Dining, Case Manager / Office of the Dean of Students, etc to coordinate resources and support for quarantining and isolating individuals.
  • Liaise with Public Health programs (CLIA Public Health Laboratory, COVID Testing Center, COVID Nursing, etc) to support mutual program objectives.
  • Partner with the Office of Information Technology to identify and implement software and systems for case management, symptom tracking, and communication with isolating and quarantining individuals.

Work Environment and Physical Demands

Some positions may involve frequent bending, moving, lifting, and carrying material weighing up to 50 pounds; some positions may involve moving, lifting, and carrying material weighing up to 70 pounds; standing up to eight hours each day; working in all weather conditions; exposure to high noise levels and require wearing hearing protection.
