Purpose

This position is assigned a significant level of responsibility and must employ high-level analytical skills, strategic thinking, political sensitivity and effective time management skills; also requires a high level understanding of confidential campus strategic goals and visions to better inform decisions and recommendations for capital projects across campus.

Level Scope

Recognized subject matter expert who knows how to apply theory and put it into practice with in-depth understanding of the professional field with limited oversight from managers. Independently performs the full range of responsibilities within the function; requires deep job knowledge of area typically obtained through higher education combined with experience.  Manages large projects or processes and problems faced are difficult and often complex; analyzes problems/issues of diverse scope and determines solutions. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy. Influences others regarding policies, practices and procedures.

Minimum Qualifications

Bachelor’s or Advanced Degree and 5 years of professional experience or equivalent relevant experience.

Knowledge, Skills, and Abilities

  • Knowledge of  planning, Public Administration, Architecture, Engineering, and Building Science
  • Demonstrate knowledge of facility systems and processes encompassing educational facilities
  • Collect real data and using advanced analytical skills, transform that data into meaningful information
  • Communicate effectively, both in person and in writing.  Understand and reconcile differing options and opinions and assist diverse groups to come to a common recommendation, consent or consensus
  • Author and present informative reports in a professional, clear and concise manner
  • Use industry-specific software, benchmarks and data to assist in capital planning
  • Read and understand architectural drawings
  • Negotiate and administer contracts with consultants
  • Demonstrate knowledge of land use procedure, including entitlement processes, comprehensive planning and economic development
  • Use CAD software (AutoCAD, Revit or similar) and/or prepare preliminary drawings and sketches for planning projects and initiatives by hand or with graphics or CAD software (AutoCAD, Revit, SketchUp or similar)
  • Prepare and analyze high-level, preliminary construction and project cost data
  • Coordinate teams and/or stakeholder groups, especially those with differing values and/or opinions

Essential Functions

Key Responsibilities

60% of Time the Capital Asset and Development Manager must:

  • Provides primary staff support on Campus capital planning and capital budget matters.
  • As a key member of the Campus Planning and Facilities team, participates on campus and/or community committees or ad hoc task forces, participates in larger planning efforts and provides support and performs special duties as assigned for a variety of diverse projects.

 

  • Researches trends and determines strategic campus physical growth needs, and provides facilitation and support in the establishment of a responsive, comprehensive master plan for campus facilities and property development

 

  • Manages and oversees the annual minor capital program (A&R process) and provides recommendations for the Major Capital project requests which total over $50,000,000
  • Works with Deans, Department Chairs and Directors to develop and support the process for efficient operations of a major/minor capital improvement plan (yearly, six year and long range plans) for campus departments and the campus as a whole
  • Oversees strategic acquisitions of real estate to advance the Campus Master Plan, and provide budget, maintenance and leasing support to the real estate management team
  • Oversees the hiring, negotiation, preparation and management of contracts, with outside consultants for Capital Planning programming efforts, master plans and feasibility studies

35% of Time the Capital Asset and Development Manager

Work Environment and Physical Demands

Some positions may involve frequent bending, moving, lifting, and carrying material weighing up to 50 pounds; some positions may involve moving, lifting, and carrying material weighing up to 70 pounds; standing up to eight hours each day; working in all weather conditions; exposure to high noise levels and require wearing hearing protection.

Travel Requirement

Frequency – occasional (3-4x month) short auto, shuttle or bicycle trips to off campus locations (City and County municipalities, etc.).  Infrequent travel for training/conferences (once every 1-2 years)

Distance/overnight – typically less than 5 miles, overnight and long distance travel only for conferences/training

Career Path

Additional training/education or equivalent experience, as well as business need, are required for movement into higher level jobs.
