Purpose

Provide primary staff support to the Vice President for Campus Operations on capital project development and space planning issues related to programming and financial feasibility. Provide strategic and operational level support for capital development initiatives, develop and oversee the processes for establishment of project formulation, justification, prioritization of budgets, facility requirements, integration and development, and ensure projects support the strategic plans and visions for the University.

Level Scope

Directs through subordinate Managers multiple large and complex critical programs impacting broad constituencies across major portions of campus. Identifies objectives, manages very significant human, financial, and physical resources, and functions with an extremely high degree of autonomy. Accountable for formulating and administering policies and programs for major functions. Operational or program results can affect overall campus wide performance and reputation. Directs through subordinate Managers the development of strategic goals and objectives to achieve accountability and stewardship of university resources in a manner consistent with campus and system wide objectives and initiatives.

Minimum Qualifications

Bachelor’s degree plus 10 years professional experience including 6 years managerial experience

Knowledge, Skills, and Abilities

  • Demonstrate knowledge and abilities in principles and practice of educational facilities capital planning
  • Demonstrate knowledge of facilities systems and process and understand the impact on design and construction
  • Use advanced analytical skills – both quantitative and qualitative as related to space analysis and project definition and justification
  • Communicate effectively and build relationships with University Leadership, on-campus clients, consultants and outside municipalities (City of Boise, Ada County Highway District, etc.)
  • Foster relationships and partner with Campus Planning and Facilities Groups on projects, initiatives and planning efforts
  • Understand and reconcile diverse points of view and constraints and to develop solutions and consensus
  • Implement supervisory principles, practices and techniques
  • Demonstrate knowledge of budgetary and fiscal responsibilities and principles of financial management
  • Possess familiarity with design and planning principals.

Essential Functions

Key Responsibilities

60% of Time the Capital Planning, Executive Director must:

  • Manage and oversee all aspects of campus-wide space planning, programming, space allocations, space utilization and the development of and updates to a campus-wide strategic space plan.
  • Oversee and meet with the Space Planning Advisory Committee (SPA) for feedback on space related issues and moves.
  • Oversee and coordinate the required approval processes for capital projects including State Board of Education, internal campus process and required municipal zoning and other improvements.
  • As a key member of the CPF staff, performs special projects and assignments as needed.
  • Oversee relocation management and logistics, provide assistance to University departments for moves into new constructed spaces and for on-campus relocations in support of university initiatives and the overall strategic space plan
  • Oversee the annual Permanent Building Fund (PBF) request process for Major Capital Projects, Alterations and Repairs
  • Oversee master planning processes for the University and develop and maintain the campus six-year major capital projects plan to support the overall Strategic Plan for the University and the University Master Plan.

Work Environment and Physical Demands

Some positions may involve frequent bending, moving, lifting, and carrying material weighing up to 50 pounds; some positions may involve moving, lifting, and carrying material weighing up to 70 pounds; standing up to eight hours each day; working in all weather conditions; exposure to high noise levels and require wearing hearing protection.

Travel Requirement

Frequency – occasional (1-2x month) short auto, shuttle or bicycle trips to off campus locations (City and County municipalities, etc.). Infrequent travel for training/conferences (once every 1-2 years)

Distance/overnight – typically less than 5 miles, overnight and long distance travel only for conferences/training

Career Path

Additional training/education or equivalent experience, as well as business need, are required for movement into higher level jobs.
