Flisher won the National Junior College Athletic Association (NJCAA) national championship in the 220 yard low hurdles while competing for the Boise Junior College track and field team. Flisher covered the distance in 23.8 seconds, which was a BJC record in the event. He also placed second in the 440 open at the NJCAA championships in 1960. Flisher was the intermountain Collegiate Athletic Conference (ICAC) champion in 1059 and 1960 in the hurdles, 220 open, and 440 open. He also anchored the BJC 880 yard relay and the mile relay teams for the Broncos. At Nampa High School, Flisher ran the 440 yard dash in 49.9 seconds. He was the first high school athlete in Idaho to run the 440 dash under 50 seconds.
