Pre-planning – Summer 2023

PPAC was convened in May 2023 to begin preparations and logistics for the campus planning process.

PPAC completed the following:

• Identified and reviewed resources and reading materials
• Reviewed and refined an initial budget hierarchy for revenue centers based on academic, auxiliary, and administrative classifications
• Advised on the selection of universities for site visits; a subset of PPAC members completed site visits to the University of MN and University of VA
• Reviewed and discussed options for potential project consultants and recommended a scope of work / focus for a consulting engagement
• Provided input and recommended consultant review rubric criteria and interview questions
• Provided input on content for website development
• As part of the Budget Modernization project, the Pre Planning Advisory Council (PPAC) identified, interviewed, evaluated, and performed reference checks on potential consultants to support the initiative. The PPAC will be sending feedback to the Executive Sponsors for final consideration in making a decision on consultant services.

PPAC will complete the following prior to the campus planning process

Recommending processes and structure for broad-based campus involvement during the main planning phase, including communication channels

Planning Phase commenced in September 2023.

Draft Timeline

Timelines may be adjusted to ensure the integrity of the project. We expect to proceed expeditiously however getting the right budget model for Boise State is the highest priority.

• Fall 2023 and Spring 2024: Planning Phase, including a discovery process and engagement with the consultant
• Fall 2024 (FY25): shadow/test year for new model to run in parallel with the current budget model
• Fall 2025 (FY26): full implementation of new model
