Open Enrollment Period

Note: New information is being updated on Idaho’s Office of Group Insurance’s website daily. Boise State will update this webpage accordingly. The Benefits team advises benefit-eligible employees to visit this webpage throughout Open Enrollment for updates.

The FY25 Open Enrollment period is April 22 – May 10, 2024.
The FY25 Annual Open Enrollment Event is set for May 9, 2024.

This is the only opportunity, until the next open enrollment cycle, to enroll in a flexible spending account or to make changes to a medical plan without a qualifying event. Employees that have a qualifying event will have 30 days from the event to enroll or cancel coverage.

In FY25, our healthcare plan is changing from Blue Cross of Idaho to Regence Blue Shield. Dental will remain with Blue Cross of Idaho.

Verify Providers

To verify if your current provider(s) are in-network or to check current medication coverage/co-pay, please contact Regence Blue Shield at 1-800-854-5585. Regence Blue Shield customer representatives normally request an employee identification number. Boise State employees are new to the network and will not have an employee identification number yet. Provide Group #10060598. New identification numbers will be sent to employees in June 2024.

Request for Interpreter

If English is not your first language and you require an interpreter to review benefits during Open Enrollment, please send a request noting your primary language to benefits@boisestate.edu. Requests must be submitted by Friday, May 3.

FY25 Open Enrollment To Do’s

Open Enrollment Forms

Below are primary forms utilized during Open Enrollment, depending on an employee’s benefit decisions.

Medical

FY25 Regence Medical Form to be added: Use this form when making significant changes, such as changing coverage types for family members, or enrolling in a different plan entirely. This form is also used when making changes to covered dependents or enrolling a new dependent.*

Dental

FY25 BCI Dental Form to be added: Use this form when making significant changes, such as changing coverage types for family members, or enrolling in a different plan entirely. This form is also used when making changes to covered dependents or enrolling a new dependent.

Flexible Spending Accounts

FY25 Navia Flexible Spending Account (FSA) to be added: Use this form when enrolling or wanting to re-enroll for a Health Care Flexible Spending or Dependent Care Flexible Spending account. To maintain an FSA, employees must enroll each Plan Year. They do not roll over.

Health Savings Accounts

FY25 Health Savings Account (HSA) to be added: Use this form when enrolling in the High Deductible Health Plan, choosing the plan with the Health Savings Account, and wanting to make contributions.*

FY25 Plan Information Highlights from the Office of Group Insurance (OGI):

  • The OGI Open Enrollment website provides employees with a helpful guide with highlights of the FY25 new plan year.*
  • The OGI FY2025 Premiums website provides employees with an overview of premium changes. A helpful document to review is the FY25 Bi-Weekly Medical & Dental Premiums, found in the upper left hand corner of the website.*

Benefit Learning Sessions

The Learning sessions will inform employees of benefit and premium updates for the FY25 Open Enrollment cycle. Learning session registration to come.

Virtual Sessions (links soon to be added): 
Mon, April 22 from Noon to 1 pm.
Tue, April 30 from Noon to 1 p.m.
Tue, May 7 from Noon to 1 p.m.

Evening In-Person Learning Session: May 9: 8:30 – 9 p.m. (in-person; Material Research Science Building, 2nd Floor, Room 205 Lecture Hall). 

Form Collection Stations

The benefits team will host multiple form collection stations around campus in 2024.

  • April 24: Noon to 2 p.m. in Athletics
  • April 25: 9:30 a.m. to 1:30 p.m. in the Student Union
  • May 1: 9:30 a.m. to 1:30 p.m. in the Interactive Learning Center (east entry)
  • May 10: 1-5 p.m. in Albertsons Library

The benefits team is also available to answer questions at benefits@boisestate.edu.

Things to know:

  • There are now separate medical (Regence) and dental (Blue Cross) paper applications. All applications must be thoroughly completed for each benefit. Forms not yet available. 
  • No Choice Cards this year. Choice Cards will not be available in FY 2025. 

Tips to prevent returns or revisions to forms:

Following the below instructions will assist employees to submit forms with ease and without errors. All hard copy forms due by Friday, May 10. All hard copies can be accepted at Human Resources up to 5 p.m. 

  • Check to ensure you are filling out forms for FY25 (or only use forms linked from this page). If you utilize the incorrect form you will be required to correct the form and resubmit.
  • Fill in your complete address with Address Number, Street, City, State and Zip Code.
  • Write “Boise State University” in the agency section.
  • The benefit effective date is 7/1/2024.
  • Make sure you are filling out forms for FY25 (or only use forms linked from this page)
  • Don’t forget to sign the form. We can accept electronic signatures. The digital signature should include your full name and date/time stamp to verify the actual date the employee signed the form.
  • Send paperwork via email to benefits@boisestate.edu.
  • If handwriting your forms, please write legibly and use black ink to ensure proper processing.

Submitting Forms

There are several ways to submit your Open Enrollment forms but choose one method only.

Method #1: In-person drop-off at the Human Resources office, located in Capitol Village (southeast corner of Capitol and University).Email the form with an electronic signature.

Method #2: Campus form collection sites (noted above).

Method #3: Email to benefits@boisestate.edu. We strongly encourage not include your social security number via email. A member of the benefits team can look up employee’s social security numbers. A member of the benefits team can contact you for dependent social security numbers.

Method #4: Mail to Human Resources Benefits Mail Stop 1265

  • All forms must be received by the HR Benefits Team by the last day of Open Enrollment. Please consider this date if you intend to mail forms. All forms for FY2025 must be received by Friday, May 10. Drop offs can be accepted until 5 p.m. No late forms will be accepted.
In-person and virtual event!

Open Enrollment Event

The FY25 Open Enrollment will have an in-person event on May 9, 2024 in the Student Union Jordan Ballroom from 3 to 5 p.m. The Annual Benefits Fair, which is normally held in the spring, will now be held in Fall 2024.  

A list of participating vendors will be added prior to the Open Enrollment event.

Virtual option: A benefit specialist will have an open Zoom meeting to answer questions about Open Enrollment. No registration needed. Zoom link.

Employees who attend will be entered into a door prize drawing. The university has approved an hour of release time for all employees to attend the benefits fair.

Remote employees can use their hour of release time by joining the virtual event or reaching out to vendors directly or contacting a member of the Benefits Team at benefits@boisestate.edu.
