FY21 Defense Established Program to Stimulate Competitive Research (DEPSCoR) – Capacity Building

Summary:

The aim of DEPSCoR – Capacity Building is to improve the research capabilities at institutions of higher education in eligible States/Territories to perform competitive basic research in science and engineering that is relevant to the Department of Defense (DoD) mission and reflect national security priorities. The DEPSCoR – Capacity Building objectives are to: (1) jumpstart capability development in the State/Territory through increased human, technical, and management resources and (2) achieve excellence in a DoD-relevant research area through funding to support equipment, education, research, and other relevant activities.

Award:

$1 million ($500,000 per year for two (2) years)

Limited Submission Requirements and Timeline:

One (1) application per institution is permitted.

Only proposals approved by the Division of Research and Economic Development may be submitted to this program. For such approval, Principal Investigators must first submit a two (2) to three (3) page white paper to preaward@boisestate.edu by 11:59 PM on July 16, 2021.

Your white paper should:

  • State the DoD relevant research area (see page 6 of the solicitation for details);
  • Include a short description of the overall approach for achieving basic research excellence in the DoD relevant research area;
  • Include details about how you propose to invest in the basic research theme (such as purchasing new equipment, supporting new hires, or supporting graduate students/post-doctoral fellows);
  • Include information about how you will sustain the investment after the DEPSCoR award; and
  • List the proposed team composition, including subrecipients and regional partners.

If selected to submit a full proposal, PIs must ensure that proposals meet all requirements stated in the RFP, in the announcement and in the implementing laws and regulations related to this state grant program.

  • 7/22/2021 – Internal Awardee Notified
  • 9/16/2021 – nVision registration and cut-off date for Q&As with the DEPSCoR Program Manager
  • 9/22/2021 – White Paper due to Sponsor
  • 12/3/2021 – Notification of White Paper selection
  • 12/10/2021 – Request for written feedback on White Paper due to Sponsor
  • 2/17/2022 – Full proposal documentation due to OSP
  • 2/22/2022 – Full proposal due to Sponsor
