UPDATE: Correction re: Email of Interest Due Date for Limited Submission Notice: DOE Building EPSCoR-State/National Laboratory Partnerships

Summary:

DOE’s Established Program to Stimulate Competitive Research (EPSCoR) program hereby announces its interest in receiving applications for Building EPSCoR-State/DOE-National Laboratory Partnerships. These partnerships advance understanding of the physical world by supporting fundamental, early-stage energy research collaborations with the DOE National Laboratories.

DOE EPSCoR is designed to help DOE lead the world in transformative science and in meeting the Nation’s energy needs by increasing the geographic diversity of competitive capability to conduct research in DOE’s mission areas. Positioned within DOE’s Office of Science and supporting early-stage research across a wide range of DOE programs, DOE EPSCoR addresses its mission by fostering competitions for DOE-relevant research in the eligible states and territories.

Award:

Research Grant Awards are expected to be made for a period of up to four (4) years at a funding level appropriate for the proposed scope, with out-year support contingent on the availability of funds and satisfactory progress.

Award Ceiling: $250,000 per year
Award Floor: $150,000 per year

Limited Submission Requirements and Timeline:

Two (2) pre-applications (& full applications) per institution per Program Area are permitted.

Only pre-applications (& full applications) approved by the Division of Research and Economic Development may be submitted to this program. For such approval, Principal Investigators (PIs) must first submit an email of interest to preaward@boisestate.edu by 12p/noon on December 19, 2023. This email of interest must include the specific Program Area of the proposed pre-application.

**A further white paper round may be required if OSP receives more than two emails of interest per Program Area.**

  4. Biological and Environmental Research
  5. Fusion Energy Physics
  6. High Energy Physics
  7. Isotope R&D Production

  9. Office of Cybersecurity, Energy Security, and Emergency Response
  10. Office of Electricity
  11. Office of Environmental Management
  12. Office of Energy Efficiency and Renewable Energy (Buildings and Industry; and Industrial Efficiency and Decarbonization)
  13. Office of Energy Efficiency and Renewable Energy (Renewable Energy)
  14. Office of Energy Efficiency and Renewable Energy (Sustainable Transportation; and Vehicles)
  15. Office of Fossil Energy and Carbon Management
  16. Office of Nuclear Energy

If selected to submit a full proposal, PIs must ensure that proposals meet all requirements stated in the RFP, in this announcement, and in the implementing laws and regulations related to this grant program.

Key Submission Dates:

  • Dec 19, 2023, by 12pm/noon – Email of interest specifying program area due to preaward@boisestate.edu. We encourage you to CC your Dean for visibility as well.
  • Dec 20, 2023 – Anticipated date Internal Awardees Notified if no white paper round is required per Program Area.
  • Jan 10, 2024 – All final documents for pre-application due to OSP.
  • Jan 17, 2024 – Pre-application submitted by OSP due to Sponsor.
  • Jan 31, 2024 – Pre-application response from Sponsor.
  • Feb 21, 2024 – All final documents / full application due to OSP.
  • Feb 28, 2024 – Full application due to Sponsor.

Important Note on Requirements:

  • Participation by undergraduate students, graduate students, or postdoctoral fellows is required.
  • Early career faculty from EPSCoR jurisdictions are encouraged to apply.
  • Utilization of DOE user facilities is encouraged.
  • A PI may lead only one application to the FOA.
