Information about the Joint Association Group on F&A (JAG)

Dear Investigators,

We are writing to provide an update on federal efforts to reduce indirect cost rates (“F&A”) to 15%, and how Boise State is engaged in these national discussions.

The Council on Government Relations (COGR), the Association of Public and Land-Grant Universities (APLU), and several other associations recently formed a Joint Association Group on F&A (JAG) to develop alternative indirect cost models for consideration by the federal government. We understand that the status quo is not a viable solution and that JAG’s efforts have been encouraged by the White House and Congress.

Given the federal budget timeline, JAG has moved quickly to develop two new proposed indirect cost models and solicit feedback from universities, independent research institutes, and hospitals. The Division of Research and Economic Development and the Division of Finance and Operations have actively participated in multiple informational webinars and promptly submitted feedback on both proposed models on June 23rd. We have also participated in alternate models that have been proposed in smaller, but important efforts, for testing purposes.

We anticipate that JAG will share consolidated feedback with the federal government within the next week. We will continue to monitor these and other developments closely (e.g., final judgment against Policy Notice NSF 25-034) and will provide further updates as they become available.
