Summary
The NSTC Workforce Awards Program seeks to invest in semiconductor industry-related training and educational supports for American workers. This program will specifically focus on closing workforce and skills gaps in the United States for researchers, engineers, and technicians involved in semiconductor design, manufacturing, and production. Proposals must be aligned with the demonstrated needs of one or more industry employers.
Illustrative examples of evidence-based workforce development strategies and methodologies that may be considered for this program include, but are not limited to initiatives that:
- Support paid work-based learning, including registered apprenticeship and pre- apprenticeship programs;Â
- Issue industry-recognized credentials;
- Confer semiconductor industry-relevant degrees, such as undergraduate or graduate programs in computer engineering, electrical engineering, technology, informatics, computer programming, chemical engineering, or industrial engineering, offered by two- or four-year colleges or universities;Â
- Modernize or create curriculum, including with direct input from employers;Â
- Combine on-the-job training, industry-aligned curriculum, effective classroom instruction, mentorship, credentialing, and/or recognized wage gains for demonstrated skills milestones;Â Â
- Provide training integrated with additional supports that reduce barriers to entry in program participation (i.e. transportation);Â Â Â Â
- Enhance the capacity and skills of educators; and
- Facilitate experiential learning opportunities such as worker cooperatives, externships, internships, or capstone projects.Â

Award
$500,000 to $2,000,000 for 1-2 years.
Limited Submission Requirements and Timeline
One (1) application per lead institution.
Notice of Interest Process. Only proposals approved by the Division of Research and Economic Development may be submitted to this program. For such approval, the Principal Investigator (PI) must first submit a Notice of Interest to limitedsubmissions@boisestate.edu by 4 pm on July 2, 2025. The Notice of Interest must indicate the PI and Co-PIs, a one paragraph description of the proposed project, the name of the industry employer who will provide a letter of support, and plans for the 10% cost share requirement.

- July 8, 2025 – Anticipated date applicant will be notified of approval to advance toward Intent Form submission
- August 4, 2025 – Intent Form due to OSP
- August 11, 2025 – Intent Form due to NSTC
- September 2, 2025 – Invitations sent to eligible applicants to submit full proposals
- October 8, 2025 – All final proposal documents due to OSP
- October 15, 2025 – Full proposal due to NSTC
