2024 Alerts

03/04/24 BRONCOALERT:

6:42am TEXT: BroncoAlert/Urgent: Use caution — roads and sidewalks may be slippery. No delays for classes.

01/18/24 BRONCOALERT:

7:50pm TEXT: BroncoAlert/Urgent: Due to weather conditions, Boise State is delaying in-person classes until 12 noon tomorrow. See email for further details/instructions.

7:50pm EMAIL: Earlier today, temperatures warmed enough to begin to thaw the ice and snow that has accumulated over the past two weeks. Temperatures are predicted to drop back down to freezing early tomorrow morning, creating a risk that everything that melted today will freeze again. Accordingly, in-person classes will not start until noon tomorrow, Friday, January 19. University offices will open as scheduled, though some services may be impacted by weather conditions. Faculty may transition in-person classes to remote. Students should check their course Canvas site or email for course-specific updates. Remote classes will be held as usual. Asynchronous online courses continue without interruption. Questions about specific events or services should be directed to the appropriate department or event sponsor. The safety of the Boise State community is always our primary concern. Because of fluctuations in weather, road conditions, and local school closures, supervisors are encouraged to be flexible with staff in the morning. Road conditions vary throughout the Treasure Valley and the decision to travel to campus ultimately rests with each individual. All members of the campus community should evaluate their own circumstances carefully and exercise appropriate judgment when making decisions related to their commute. Employees should work with their supervisors to make arrangements if an absence is warranted due to driving conditions or sudden caregiving needs due to weather-related closures. Bronco Shuttles will only be operating the Blue on-campus route as regularly scheduled. The other shuttle routes will begin at 11 AM. Please use the “VRT bus route 1” for travel between the main campus and downtown until that time. Our Facilities and Public Safety teams work diligently to clear pathways of snow and ice on campus as quickly as possible, but please exercise caution traveling to and from campus, as well as while on campus. Allow yourself extra time to travel time. If you find an area of campus that needs attention, please call (208) 426-1409 or text (208) 866-6825.

8:43am EMAIL: Weather conditions remain challenging this morning due to continued freezing rain and icy conditions. While campus and county snow and ice removal equipment continues to operate, it is impossible to clear roads, sidewalks, and parking lots of ice and snow due to ongoing precipitation. Please be aware of the following: Boise State shuttles are running but may be late. Shuttles are having difficulty operating due to road conditions. The GPS tracking system may not be accurate on the tracker app due to freezing temperatures. Parking lots and sidewalks are icy. Use extreme caution when walking. Walk like a penguin or shuffle step to reduce the risk of falling. Roads are still covered in ice and snow. Drive slowly. Leave early to give yourself plenty of time to get where you’re going safely. If you’re running behind, be late rather than risk your safety. In-person classes are still running on time, but use your own best judgment in deciding whether and when it is safe for you to come to campus. Faculty and supervisors will continue to be flexible. Our Facilities and Public Safety teams are working diligently to clear snow and ice on campus as quickly as possible. Please be kind and respectful to these staff members who have been working long hours to keep you safe.

4:21pm: Central District Health (CDH) has notified Boise State University of a reported case of tuberculosis (TB) in a Chaffee Hall resident.

The individual left Boise to return home on Dec. 15, 2023, and has not returned. At this time there is no known ongoing risk for TB exposure on campus. It is safe for students and staff to attend classes and participate in activities as usual.

Boise State Public Health is working with CDH to identify individuals who may have been in contact with the individual. Those identified will be contacted with information regarding screening options and recommendations. Screening is also available through primary care providers and local health departments. Most cases of TB are treatable with antibiotics that are commonly available.

No person other than those contacted directly by Boise State or CDH will need to take action. The general public is not at an increased risk of getting TB as a result of this case.

About Tuberculosis
Tuberculosis   is a disease caused by bacteria that spreads through the air, usually through repeated and prolonged exposure in a confined indoor space. It often affects the lungs but may also affect other parts of the body.
  • Most people who are exposed to TB do not get infected. It is only spread through the air in close proximity for an extended period of time.
  • People who are infected cannot pass TB to others unless they are experiencing TB symptoms.
  • Typical symptoms of tuberculosis disease include a chronic cough, fever, or night sweats that are persistent for several weeks and usually get worse.

People experiencing chronic symptoms who believe they may have been exposed to TB should call their primary care provider.

Updates will be posted on the Boise State Public Health website.  Disease-related questions can be directed to Central District Health at (208) 327-8625. Boise State related questions can be directed to Boise State Public Health at publichealth@boisestate.edu or (208) 426-2968.

11/14/23 Timely Warning Notice – Bias Motivated Assault

8:45pm Email:

*This message has been approved for mass email distribution by Alicia Estey, Chief Financial and Operating Officer, in accordance with Boise State Policy 8100.*

<<Content Warning – Hate Crime>>

This afternoon, the University received a report of a bias motivated assault that occurred on Sunday, November 12, 2023, at 1:30 pm in a parking area near Chaffee Hall. The victim reported that she was assaulted by a male who grabbed her by the bicep and pulled her down to the ground. The suspect was not known to the victim. The suspect and others in his group, all males, then yelled “Die, [anti-LGBTQ slur],” laughed, and ran away.  The male who pulled the victim to the ground was wearing a blue “Bronco” beanie and a gray sweatshirt with a blue “Bronco” t-shirt over it

Under Federal Law, specifically the campus safety law known as the Clery Act, certain crimes motivated by bias are considered hate crimes.

Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Timely Warning Notice to warn the campus community of a continuing threat. This notice also includes resources available to students, faculty, and staff.

It is a crime to physically attack another person and a violation of University policy to engage in discrimination or harassment. This is reflected in University POLICY 1060 NON-DISCRIMINATION AND ANTI HARASSMENT. A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

The University condemns all crimes, including those motivated by bias against a victim’s actual or perceived gender, gender identity, and/or sexual orientation. Violence or discrimination in our campus community will not be tolerated. We urge everyone to remain vigilant, look out for one another, and report any suspicious activity to the university.

  • Reports of discrimination and harassment should be directed to Danielle Berish Charters, Title IX Coordinator and Assistant Vice President for Title IX, Institutional Equity, and Compliance at (208) 426-1750 or via email to reportdiscrimination@boisestate.edu. Additionally, reports can be made using the EthicsPoint Hotline toll-free at 1-855-863-1299 or https://secure.ethicspoint.com/domain/media/en/gui/37887/index.html.  The Office of Title IX and Institutional Equity can also provide support and resources to students and staff.
  • Students may receive confidential counseling services by contacting University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St., Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
  • All students can receive confidential support services, including assistance filing a complaint with the University and/or with law enforcement, as well as learn how to help make our campus safer through bystander intervention, by contacting the Gender Equity Center in person on the second floor of the Student Union Building, above the Info Desk at 1700 University Drive, Boise, ID 83706, by phone at (208) 426-4259, or by sending an email to genderequity@boisestate.edu.
Victims are encouraged to report crimes to law enforcement but are not required to.

  • You can request a security escort from the Department of Public Safety by calling (208) 426-6911 or via the free Rave Mobile Safety app.  The Rave Mobile Safety App can also act as a panic alarm. • You may reach the Boise Police Department on campus by calling (208) 426-6911 or report in person at the Department of Public Safety substation located in Capitol Village at  2245 University Drive; or, if you wish, anonymously by calling (208) 343-COPS or online https://www.boisestate.edu/publicsafety-security/policies-and-forms/367-2/.
  • If you choose to initiate a police investigation of a crime, the Boise Police Department will investigate, provide support, and offer related services.
  • In an emergency situation, anyone in Ada County can now also text 9-1-1 Dispatch.  This service has been recommended for victims who worry about their safety in speaking on a phone, as well as individuals with speaking or hearing difficulties.

The university is investigating the incident and working closely across the institution to ensure the safety of our community members.

As a reminder, all reports of crimes, including hate crimes, that are reported to the Department of Public Safety are updated within two business days and can be located on the Campus Crime Log

All reports of crimes are assessed to determine whether the campus community will be alerted through a “Timely Warning.” Whether the circumstances warrant a “Timely Warning” is based on factors in federal law. See University.  POLICY 12090, TIMELY WARNING FOR CRIME PREVENTION

9/15/23 University Safety Bulletin – Crime Awareness Notice – Content Warning

4:36pm Email:

*This message has been approved for mass email distribution by the Department of Public Safety, in accordance with Boise State Policy 8100.*

–Content Warning – Sexual Assault–

The university received a report of a sexual assault and battery that occurred at an off-campus residence associated with a fraternity on September 9, 2023. This incident is currently under university investigation.

Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Safety Bulletin to remind the campus community of conduct that violates our policy and to ensure the campus is informed of resources available to students, faculty, and staff.

The only person responsible for sexual assault is the perpetrator. It is a crime and a violation of University policy to engage in sexual activity with another person without their consent. This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE, AND STALKINGA University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.  Additionally, battery is a violation of  POLICY 2020, STUDENT CODE OF CONDUCT.

Please be mindful of the following, and act accordingly:

  • Make sure you have consent before you engage in any sexual contact or activity. Consent is a clear and freely given yes, not the absence of a no.
  • Consent for sexual activity must be free of force, threat, intimidation, or coercion.
  • Consent is demonstrated through words or actions creating clear permission of willingness to engage in mutually agreed-upon sexual activity.
  • Neither silence nor a prior relationship is sufficient to indicate consent.
  • If a person is non-participatory or states that they want to be doing something else, stop. If you are unsure, stop.
  • A person can withdraw their consent to engage in sexual activity at any time.
  • Be active in supporting a safe and respectful community. If you see others engaging in disrespectful or inappropriate actions, speak up and get involved, or contact someone else to assist.
  • Trust your instincts. If something feels wrong, it probably is – intervene if you can.
  • Your first priority should always be your personal safety.  If you don’t feel safe—or if you begin to notice any warning signs of abuse—it’s important you take the necessary steps to ensure your ongoing safety.
  • No one deserves to experience abuse in any capacity and every type of abuse is serious.

  • If someone talks about planning to target another person at a party, confront them, or get help from a friend, parent, or other trusted person to intervene.
  • Be active in supporting a safe and respectful community. If you see others engaging in disrespectful or inappropriate actions, speak up and get involved, or contact someone else to assist.

See University POLICY 12090, TIMELY WARNING FOR CRIME PREVENTION. Even when the circumstances do not permit a “Timely Warning” under federal law, the University can always provide crime alerts and safety awareness information to members of its community.

While we do our very best to provide a safe experience for all of our campus community, if you are the victim of a crime we encourage you to report to the Department of Public Safety as soon as possible.  Contact the Department of Public Safety through the RAVE app, by emailing publicsafety@boisestate.edu, or by calling (208) 426-6911.

Sexual assaults occur across college campuses at the highest rate during the first few months of the academic year, thus, we warn the campus community about the risk of sexual assault at the beginning of the fall semester. It is a crime and a violation of University policy to engage in sexual activity without consent from the other person. This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE AND STALKING. A University student in violation of this policy faces sanctions up to and including expulsion.

Safety Tips

A victim of sexual assault is never at fault. The only person responsible for sexual assault is the perpetrator. Students can, however, take precautions and actions to help prevent sexual assault.

  • If someone talks about planning to target another person at a party, confront them or get help from a friend, parent, or other trusted person to intervene.
  • If you see someone engaging in disrespectful or inappropriate actions, speak up and get involved, or contact someone else to assist.
  • If someone looks like they may need help, ask if they’re okay. Enlist a friend, RA, bartender, or host to help you step in if needed.
  • If attending a social function, consider attending with friends that you trust.
  • Look out for your friends.
  • Always have a plan to get home and communicate your plans with trusted friends.
  • Know where your drink comes from.
  • Watch your drink.
  • Drink responsibly. Eat something before or while drinking alcohol. Drink water also while consuming alcohol. Pace yourself – don’t consume drinks too quickly. Consume in moderation – avoid drinking more than you can tolerate.
    • University officials understand students may be hesitant to seek assistance during times of need due to fear of getting in trouble. Students that seek assistance for themselves and/or others should be able to do so without having to worry about the repercussions of seeking help.  The Amnesty Protocol is in place to address situations that may involve illegal activities, such as underage drinking and/or drug use, BUT also involve help seeking behavior(s) for those in need of medical assistance.

Timely Warnings

In compliance with the federal Clery Act, the university is required to send Timely Warnings to the campus community when crimes occur on or near campus that could pose a threat to your safety.  Such notifications will include as much information as possible about the crime and will provide prevention and resource information. Such notifications will be sent via text or email. For more information about the Clery Act and Timely Warnings, please reach out to the Clery Compliance Officer at crimereporting@boisestate.edu.

Safety Bulletins

The University may also send notifications about criminal activity and/or safety information not specific to a reported crime, or when it determines that a Timely Warning is not necessary or appropriate, but desires to provide information to the campus community.

Bronco Alerts

Bronco Alerts are emergency notifications sent via text message about an immediate threat to the health or safety of those on campus. The alerts highlight significant emergencies or dangerous situations such as urgent weather conditions or law enforcement activity.

Public Safety Resources

The Department of Public Safety has a number of resources available to students, including 24/7 security escorts, emergency blue light phones located across campus, campus safety maps, jumpstart and lock-out assistance, and resources for reporting through the Boise Police Department and the CARE network. CARE is the university team that responds to situations of concern. More information can be found on the Department of Public Safety website.

!!Content Warning – Sexual Assault!!

This afternoon, the University received a report of a sexual assault that occurred last night in an off-campus house on Lincoln Avenue that is known to be associated with a campus fraternity.  The victim was able to identify the suspect.  The victim was alone in a room of the house waiting for another person when the suspect entered the room and used force to sexually assault the victim.  The University is investigating the incident.

*The details provided about the incident include all information that is available to share while considering the privacy and safety of the victim(s) involved and law enforcement/university investigations that may be ongoing.*

Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Timely Warning Notice to warn the campus community of a continuing threat.  This notice includes the resources available to students, faculty, and staff.

The only person responsible for sexual assault is the perpetrator. It is a crime and a violation of University policy to use force to engage in sexual activity with another person. This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE AND STALKINGA University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

Please be mindful of the following, and act accordingly:

  • Consent for sexual activity must be free of force, threat, intimidation, or coercion.
  • Neither silence nor a prior relationship is sufficient to indicate consent.
  • If a person is non-participatory or states that they want to be doing something else, stop. If someone states they want to stop, do not try to convince or coerce them into continuing. If you are unsure, stop.
  • Make sure you have consent before you engage in any sexual contact or activity. Consent is a clear and freely given yes, not the absence of a no.
  • If someone talks about planning to target another person at a party, confront them or get help from a friend, parent, or other trusted person to intervene.
  • Be active in supporting a safe and respectful community. If you see others engaging in disrespectful or inappropriate actions, speak up and get involved, or contact someone else to assist.

02/17/22 Timely Warning (Sexual Assault) – Content Warning

{{Content Warning}}

Today, the Department of Public Safety received a report of a sexual assault that occurred in university housing on 2/15/22.   The parties involved met on the dating app Tinder and after multiple in-person encounters, the suspect sexually assaulted the victim.  The suspect has no known affiliation with the university.

The university is issuing this Timely Warning Notice* to make you aware of a potential ongoing threat, to aid in the prevention of similar crimes, to remind you of conduct that violates university policy, and to provide resources available to all students, faculty, and staff.

The only person responsible for sexual assault is the perpetrator.

It is a violation of university policy to engage in sexual activity without consent from the other person, non-consensual groping, recording sexual activity without consent, stalking, or exposing oneself in non-consensual circumstances. An intoxicated person cannot consent. This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE AND STALKING.

Most incidents of sexual misconduct are not committed by a stranger, but by someone who is known to the victim, such as a date or other acquaintance. If you perform any sex act upon a person — including a date, significant other, or acquaintance — without consent, it is a crime as well as a violation of University policy.

A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

Below is information about consent:

  • A person who is intoxicated, asleep, or unconscious does not have the capacity to consent to engage in sexual activity.
  • Consent for sexual activity must be free of force, threat, intimidation, or coercion.
  • Neither silence nor a prior relationship is sufficient to indicate consent.
  • No means no and stop means stop.
  • If a person is non-participatory or states that they want to be doing something else, stop. If you are unsure, stop.
  • Consent can be withdrawn at any point. A person has the right to change their mind at any time during a sex act, even if they have engaged in it before.
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation safely.

09/08/21 Sexual Assault Timely Warning Notice:

8:16 pm: *This message has been approved for mass email distribution by Alicia Estey, Chief of Staff and Vice President for University Affairs, in accordance with Boise State Policy 8100.*

-Content Warning-

The Department of Public Safety received a report today of a sexual assault that occurred in on-campus housing on August 28th.  The victim reported that the male student sexually assaulted her while she was at a party;  he is alleged to have not stopped sexual contact when asked.

Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Timely Warning Notice* to remind the campus community of conduct that violates university policy. This notice includes the resources available to students, faculty, and staff.

A victim of sexual misconduct is never at fault. The only person responsible for sexual misconduct is the perpetrator.  It is a violation of University policy to engage in sexual activity without consent from the other person.

Information About Consent for Sexual Activity
  • Consent is voluntary, informed, and freely-given agreement to engage in a course of conduct. Consent may be withdrawn at any time.
  • A person who is incapacitated by alcohol or drugs, asleep, unconscious, or under the age of consent cannot consent to engage in sexual activity.
  • Consent must be given for each sexual act, each time. Consent for one act is not permission for another. Consent at a previous time is not consent for a future act.
  • Consent is not present if a person states that they do not want to engage in the activity.
  • Consent can be withdrawn at any point. A person has the right to change their mind at any time during a sex act, even if they have engaged in it before and even if they initially expressed interest or if they initially expressed consent. Consent is not present if a person states they want the activity to stop.
  • If a person is silent, isn’t participating, states that they want to be doing something else or tries to do something else, or tries to go to another location (for example, leaves a bed and goes to a couch), this may indicate that they do not consent.
  • Consent for sexual activity cannot be given by someone who is forced, threatened, intimidated, or coerced. Coercion is when a person is pressured to do something they don’t want to do.
  • Trust your instincts. If you feel uneasy or sense something is wrong, do what you can to stop the situation or get out of the situation.
  • No matter what your relationship is with the person, you have the right to revoke consent and your decision should be respected.

Sometimes, as in each of these instances, the circumstances do not permit the University to issue a “Timely Warning,” as defined in federal law – for instance, because the University often does not have enough information, or did not receive the information timely.  See University POLICY 12090, TIMELY WARNING FOR CRIME PREVENTION,  Even when the circumstances do not permit a “Timely Warning” under federal law, the University can always provide crime alerts and safety awareness information to members of its community.

05/06/21 Timely Warnings, Consent, Resources, and Safety Tips:

3:04 pm: *This message has been approved for mass email distribution by Alicia Estey, Chief of Staff and VP for University Affairs, in accordance with Boise State Policy 8100.*

Our thoughts and heartfelt condolences are with all those affected by the shooting in Rigby, Idaho today. The town of Rigby is no doubt shaken by this event, and we recognize the anguish the community is experiencing.

The Boise State Department of Public Safety would like to remind the campus community of information and resources for active shooter or targeted violence events. While rare, active shooter incidents are often unpredictable and create chaos and panic. For these reasons, it is difficult to establish one specific plan of action, but there are things you can do to better prepare and respond if you’re ever in this situation. Always be aware of your surroundings, environment, and options before an emergency occurs. Ask yourself “What if?” questions and develop a plan of action. In an active shooter situation, you should consider your own safety first, then you can determine how you can help others. If there is an active assailant in your vicinity, you generally have three options: Run (evacuate): You should only run if you can safely escape. Hide: If you can’t run, find a safe place to hide, preferably in a locked space or behind a barricade. Fight: If you can’t run or hide, your only option may be to fight. Think about what you can use to neutralize the assailant. For more information about Run, Hide, Fight, please go to Active Shooter Response Procedures.

Below is some additional information to be aware of: In case of emergency, call 911 or activate a blue light emergency phone on campus. Make sure you take care of your own safety prior to calling 911 or Public Safety. If you see something odd or suspicious, please report it immediately to the Department of Public Safety at (208) 426-6911. Download the free Rave Guardian mobile app and have a “blue light”/panic alarm on your cell phone. For more information, visit https://security.boisestate.edu/rave-guardian/. When on campus, reach the Boise Police Department by calling (208) 426-6911 or activate any blue light emergency phone. To provide a report in person, visit the Department of Public Safety substation located in Capitol Village at 2245 University Drive. You can also report anonymously by calling (208) 343-COPS or online at https://secureforms.boisestate.edu/security/. Boise State emergency response checklists (including Active Shooter) can be found at https://www.boisestate.edu/publicsafety-emergencymanagement/ioem/emergencyprocedures/. Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation safely and call the Department of Public Safety at (208) 426-6911. You can also request a Security Officer Escort to accompany you across campus.

Incidents of violence can sometimes be prevented by finding help for someone who needs it. If you know of someone with behaviors of concern, or you are in need of help, please report it to the Boise State CARE Team. The CARE Team is trained to assess distressing, disturbing, disruptive, or dangerous behavior and can provide resources to help. Please go to https://www.boisestate.edu/care/ to learn more about the CARE Team or to submit a CARE alert. If you are interested in learning more about active shooter/targeted violence education, please fill out this form: Targeted Violence Awareness Class Request – Emergency Management & Continuity. Additionally, you can review videos or take online training on the Targeted Violence Resources website.

03/01/21 Timely Warnings, Consent, Resources, and Safety Tips:

12:01 pm: The University is required by federal law to send a Timely Warning whenever a crime is reported that is believed to present an ongoing threat to the university community.

The University has a policy that outlines our process for determining whether to send a Timely Warning. See University POLICY 12090, TIMELY WARNING FOR CRIME PREVENTION.

Sometimes, crimes are reported and we send out a Timely Warning in an effort to notify people of an ongoing threat to our community. Oftentimes, crimes are reported that do not present an ongoing threat to the university community so a Timely Warning is not appropriate.

Other times, crimes are reported that do not necessitate a Timely Warning because we do not have enough information to determine if there is an ongoing threat or enough information to issue a meaningful warning to the university community.

Regardless of whether a Timely Warning is appropriate, Boise State may nonetheless provide information about reported criminal activity and safety information.

Accordingly, the Department of Public Safety would like to remind you that we maintain a Crime Log to track reported crimes. It can be viewed here: https://www.boisestate.edu/publicsafety-security/campus-crime/campus-crime-log/.

*Content Warning*

The Department of Public Safety would also like to remind you of the following information about consent for sexual activity, campus resources, and safety tips:

Information About Consent for Sexual Activity
  • What is Consent? Voluntary, informed, and freely-given agreement to engage in a course of conduct.

  • Trust your instincts. If you feel uneasy or sense something is wrong, do what you can to stop the situation or get out of the situation.

A victim of sexual misconduct is never at fault. The only person responsible for sexual misconduct is the perpetrator.

Most incidents of sexual misconduct are committed by someone who is known to the victim, such as a date or other acquaintance. If a person conducts any sex act upon a date, significant other, or an acquaintance without consent, it is a crime, as well as a violation of University policy. See University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE, AND STALKING.

A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

12/08/20 – Sexual Assault Timely Warning Notice

5:16pm: *This message has been approved for mass email distribution by John Kaplan, Associate Vice President for Public Safety, in accordance with Boise State Policy 8100.*

*Content Warning*

The Department of Public Safety recently received reports of one student engaging in multiple sexual assaults over the weekend (December 4-6, 2020). The assaults occurred at private parties off-campus in the Lusk District.  During these parties, a male student engaged in activities with multiple females and, in each instance, is alleged to have not stopped sexual contact when asked.  The university is conducting an investigation stemming from these allegations.

This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE, AND STALKING.

Most incidents of sexual misconduct are not committed by a stranger, but by someone who is known to the victim, such as a date or other acquaintance. If you perform any sex act upon a date, significant other, or an acquaintance without consent, it is a crime as well as a violation of University policy.

A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

Below is some information you should consider:

10/30/20 – Sexual Assault Timely Warning Notice

-Content Warning-

The Department of Public Safety recently received a report of a sexual assault that occurred in on-campus housing on Saturday night, October 24, 2020. The perpetrator, a residential student, gave the victim a ride back to campus from an off-campus party and sexually assaulted her in his room. Because this was an anonymous report, both the victim and the perpetrator are unknown to the university.

Many sexual assaults on college campuses are committed by predatory individuals who are serial offenders. These perpetrators plan and premeditate their attacks using strategies such as providing victims alcohol and drugs and isolating them physically to render them more vulnerable to attack. In this instance, the victim was told after the fact that the perpetrator has a reputation for this type of behavior.

A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

  • If someone talks about planning to target another person at a party, confront them or get help from a friend, parent or other trusted person to intervene.
  • Be aware if someone is deliberately trying to intoxicate, isolate, or corner someone else.
  • Get in the way by creating a distraction, drawing attention to the situation, or separating them.
  • If someone looks like they may need help, ask if they’re okay. Enlist a friend, RA, bartender, or host to help you step in if needed.
  • If you see someone who is very intoxicated, enlist their friends to help them leave and get home safely.
  • If it is your friend who is very intoxicated, do what you can to make sure they are safe. Call 911 if necessary.
  • Trust your instincts. If something feels wrong, it probably is – intervene if you can.

09/08/20 Crime Safety Awareness Notice (Sexual Assault)

6:17pm: *This message has been approved for mass email distribution by Alicia Estey, Chief of Staff and Vice President for Compliance, Legal and Audit, in accordance with Boise State Policy 8100.*

The Department of Public Safety and Boise Police Department received a report of an attempted sexual assault that occurred in on-campus housing on 08/19/20 after the two parties met on a dating app.  The suspect in this case has been identified and is cooperating with campus officials.  The University is issuing this Campus Crime Safety Awareness Notice* to remind the campus community of resources available to students, faculty, and staff.

The only person responsible for sexual misconduct is the perpetrator. It is a violation of University policy to engage in sexual activity without consent from the other person, non-consensual groping, recording sexual activity without consent, stalking, or exposing oneself in non-consensual circumstances. This is reflected in University POLICY 1065, SEXUAL HARASSMENT, SEXUAL MISCONDUCT, DATING VIOLENCE, DOMESTIC VIOLENCE AND STALKING. A University student or employee in violation of this policy faces sanctions up to and including expulsion or termination.

While nothing is fail-safe, below are some safety tips to consider when connecting online and meeting in person :

  • Use different photos for your dating profile. It’s easy to do a reverse image search with Google. If your dating profile has a photo that also shows up on your Instagram or Facebook account, it will be easier for someone to find you on social media.
  • Block and report suspicious users. You can block and report another user if you feel their profile is suspicious or if they have acted inappropriately toward you. This can often be done anonymously before or after you’ve matched. As with any personal interaction, it is always possible for people to misrepresent themselves. Trust your instincts about whether you feel someone is representing themself truthfully or not.
  • Wait to Share Personal Information.
  • Video chat before you meet up in person.
  • Tell a friend where you’re going. Take a screenshot of your date’s profile and send it to a friend. Let at least one friend know where and when you plan to go on your date. If you continue your date in another place you hadn’t planned on, text a friend to let them know your new location. It may also be helpful to arrange to text or call a friend partway through the date or when you get home to check in.
  • Meet in a public place. For your first date, avoid meeting someone you don’t know well yet in your home, apartment, or workplace. Avoid meeting in public parks and other isolated locations for first dates.
  • Don’t rely on your date for transportation. Have a few ride share apps downloaded on your phone so in case one is not working when you need it, you’ll have a backup. Make sure you have data on your phone and it’s fully charged, or consider bringing your charger or a portable battery with you.
  • Stick to what you’re most comfortable with.
  • Trust your instincts. If you feel uncomfortable, trust your instincts and feel free to leave a date or cut off communication with whomever is making you feel unsafe.
Options for reporting sexual misconduct include:
  • Reports of sexual misconduct, as well as questions related to sexual misconduct, including information about University support services, should be directed to Danielle Berish Charters, Title IX Coordinator, at (208) 426-1750 or via email to danielleberish@boisestate.edu.

This afternoon, the Department of Public Safety received a report of a sexual assault that occurred at River Edge Apartments in the Lusk District on Sunday night. The victim reports that they suspect they were drugged before the assault.  Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Timely Warning Notice* to remind the campus community conduct that violates university policy.  This notice includes the resources available to students, faculty, and staff.

Most incidents of sexual misconduct are not committed by a stranger, but by someone who is known to the victim, such as a date or other acquaintance. If a date, significant other, or an acquaintance performs any sex act upon you without your consent, it is a violation of University policy.

It is a crime to drug another person. What are commonly referred to as “date rape drugs” are drugs or intoxicants that are slipped into an unsuspecting victim’s drink to render them physically helpless and pave the way for sexual assault. The victim may have little or no reason to suspect that anything is amiss until they are incapacitated. Such drugs are often colorless and tasteless, and they may leave the victim unable to recall what took place.

While nothing is fail-safe, below is some information you should consider:

  • Make sure you have consent before you engage in any sexual activity. Consent is a clear and freely given yes, not the absence of a no.
  • Consent for the sexual activity must be free of force, threat, intimidation, or coercion. Neither silence nor a prior relationship is sufficient to indicate consent.
  • A person who is intoxicated, asleep, or unconscious does not have the capacity to consent to engage in sexual activity.
  • Don’t assume you know what the other person wants – ask.
  • No means no and stop means stop.
  • If a person seems uncomfortable during sexual activity, is non-participatory, or states that they want to be doing something else, you should stop.
  • Consent can be withdrawn at any point. A person has the right to change their mind at any time during a sex act, even if they have engaged in it before.
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason.
  • Consider attending social events in groups and help keep an eye on each other.
  • If you’re drinking with others, keep your drink with you at all times.
  • Don’t drink from a can or bottle that you didn’t open yourself.
  • Don’t drink from a container that’s being passed around.
  • If someone offers you a drink from the bar at a club or party, don’t take it. Instead, go to the bar to order your own drink, watch it being poured, and carry the drink yourself.
  • Don’t leave your drink unattended while talking, dancing, using the restroom, or making a phone call.
  • If you realize that your drink has been left unattended, throw it out and get a new one.
  • If your friend appears very intoxicated, gets sick after drinking a beverage, passes out and is difficult to wake up, seems to have trouble breathing, or behaves in unusual ways, do what you need to do to make sure your friend is safe. Call 911 if necessary.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation safely.

12/12/19 – Timely Warning Notice (Sexual Assault)

2:56pm: *This message has been approved for mass email distribution by Alicia Estey, Chief of Staff and Chief Compliance Officer, in accordance with Boise State Policy 8100.*

The Department of Public Safety received a report on Wednesday, December 11 of a sexual assault which occurred the previous weekend in on campus housing. A male subject, known to the victim, forced himself onto the victim without consent.  The victim does not wish to pursue an investigation at this time.

Boise State University is committed to the health, wellbeing, and safety of all students. The University is providing the following information on sexual misconduct to educate the campus community.

The only person responsible for sexual misconduct is the perpetrator. It is a violation of University policy to engage in sexual activities without consent (clear words or actions indicating a desire to engage in specific sexual contact) from the other person. This is reflected in University policy:

https://www.boisestate.edu/policy/governance-legal/sexual-harassment-dating-violence/.

Most sexual assaults are not committed by a stranger, but by someone who is known to the victim, such as a date or other acquaintance. If a date or other acquaintance performs any sex act upon a person without their consent, it is a sex offense, regardless of the relationship between the parties. Sex offenses are treated with the greatest seriousness on our campus; severe disciplinary action will be taken when a member of the University community is found responsible for committing a sex offense in violation of our policy. In the case of disciplinary action, it is our University’s commitment that a victim will be informed of the outcome of any institutional disciplinary proceeding taken as the result of a sex offense. Perpetrators may also face criminal charges if their actions violate the law.

Sexual assault is never the fault of the victim. If you are the victim of a sex offense, please be aware of the following options for assistance:

  • Reports of sexual misconduct, as well as questions related to sexual misconduct, may be directed to the Title IX Coordinator, Alicia Estey at (208) 426-1254 or via email to aliciaestey@boisestate.edu.
  • Students seeking confidential counseling services should contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
  • All students may receive confidential support services, including assistance filing a complaint with the University and/or with law enforcement, as well as learn how to help make our campus safer through bystander intervention by contacting the Gender Equity Center in person on the second floor of the Student Union Building, above the Info Desk, at 1700 University Drive, Boise, ID 83706, by phone at (208) 426-4259, or by sending an email to genderequity@boisestate.edu.

Before engaging in sexual activity, please consider the following:

  • Make sure you have consent before you engage in any sexual contact or activity. Consent is a clear and freely given “yes,” not the absence of a “no.”
  • Consent for sexual activity must be free of force, threat, intimidation, or coercion. Neither silence nor a prior relationship is sufficient to indicate consent.
  • Don’t assume you know what the other person wants; ask.
  • If consent is given, check in throughout the sexual activity to ensure consent is ongoing.
  • “No” means “no” and “stop” means “stop.” If a person seems uncomfortable, is non-participatory, or states that they want to be doing something else, this also means stop.
  • A person has the right to change their mind at any time during a sex act, even if they have engaged in it before. Consent can be withdrawn at any point.
  • Do not feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation safely.

You are encouraged to report crimes to law enforcement, but you do not have to.

  • In case of emergency, call 911, activate a blue emergency phone on campus, or call the Department of Public Safety at (208) 426-6911.
  • You may reach the Boise Police Department on campus by calling (208) 426-6911 or by activating a blue emergency phone on campus; you may report in person at the Department of Public Safety substation located in Capitol Village at 2245 University Drive. If you prefer you may report anonymously by calling (208) 343-COPS or online at https://www.boisestate.edu/publicsafety-security/policies-and-forms/367-2/.
  • If you choose to initiate a police investigation of a crime, Boise Police Department will investigate, provide support, and offer related support services.

Please be aware that you can now have a panic alarm on your cell phone by using the free Rave Mobile Safety App. To learn about the app and how to download it, visit: https://www.boisestate.edu/publicsafety-security/home/rave-guardian/.

To track campus crimes and the outcomes of investigations, please refer to the Campus Crime Log, which is updated frequently.

09/19/18 – Campus Crime Safety Awareness Notice (Sexual Misconduct)

5:51pm: *This message has been approved for mass email distribution by Randi McDermott, Vice President for Campus Operations, in accordance with Boise State Policy 8100.*

The Boise State Department of Public Safety has recently received multiple unrelated reports of potential sexual misconduct, some indirectly from members of the Boise State community who are required by law to report when they learn of such instances, even if there is little identifying information.

Boise State University is committed to the health, well-being, and safety of all students. The University is issuing this Campus Crime Safety Awareness Notice* to remind the campus community of conduct that violates our policy and to ensure the campus is informed of resources available to students, faculty, and staff.

The only person responsible for sexual misconduct is the perpetrator. It is a violation of University policy to engage in:  sexual activity without consent from the other person, non-consensual groping, recording sexual activity without consent, stalking, and exposing oneself in non-consensual circumstances.

Most sexual misconduct is not committed by a stranger, but by someone who is known to the victim, such as a date or other acquaintance. If a date, significant other, or an acquaintance performs any sex act upon you without your consent, it is a violation of University policy. Sexual misconduct is never the fault of the victim.

  • A person who is intoxicated, asleep, or unconscious does not have capacity to consent to engage in sexual activity.
  • If you’re drinking with others, keep your drink with you at all times.
  • Consider attending social events in groups and help keep an eye on each other.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation safely.
Options for reporting sexual misconduct include:
  • Reports of sexual misconduct, as well as questions related to sexual misconduct, including information about University support services, should be directed to Alicia Estey, the Title IX Coordinator, at (208) 426-1249 or via email to aliciaestey@boisestate.edu.
  • Students seeking confidential counseling services should contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
Victims are encouraged to report crimes to law enforcement, but are not required to.
  • In case of emergency, call 911, activate a blue emergency phone on campus, or call the Department of Public Safety at (208) 426-6911.
  • You may reach the Boise Police Department on campus by calling (208) 426-6911 or by activating a blue emergency phone on campus; you may report in person at the Department of Public Safety substation located in Capitol Village at 2245 University Drive; or, if you wish, anonymously by calling (208) 343-COPS or online https://www.boisestate.edu/publicsafety-security/policies-and-forms/367-2/.
  • If you choose to initiate a police investigation of a crime, the Boise Police Department will investigate, provide support, and offer related services.
  • You can now have a panic alarm on your cell phone by using the free Rave Mobile Safety App. To learn about the app and how to download it, visit: https://security.boisestate.edu/rave-guardian/.

If you have questions about how the University responds to and investigates reports of sexual misconduct, please visit COMPLIANCE.BOISESTATE.EDU/TITLEIX/ or contact Title IX Coordinator Alicia Estey at (208) 426-1249 or by email aliciaestey@boisestate.edu.

All reports of crimes and sexual misconduct are assessed to determine whether the campus community will be alerted through a “Timely Warning”.  Whether the circumstances warrant a “Timely Warning” is based on factors in federal law.

Recently, the university received two separate but similar reports from students of attempted extortion by a suspect using an internet dating application.  Law enforcement is currently investigating these incidents.

Anyone with information about these incidents is asked to contact Department of Public Safety at (208) 426-6911; in person at the Department of Public Safety located in Capital Village at 2245 UNIVERSITY DRIVE; or, if you wish, anonymously through Silent Witness. In case of emergency, crime in progress, or if you feel there is a threat to the University and/or its community, dial 9-1-1 immediately.

Crime information can also be reported to Crime Stoppers by calling (208) 343-COPS or (208) 343-2677. You can remain anonymous and may be eligible for a reward up to $1,000.00 if your information leads to an arrest and filing of charges.

You are never responsible for the predatory or disrespectful behavior of others.  There are a few things you can do to protect yourself when interacting with people online.  You should consider the following:

  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation.
  • Limit the personal details you share on your online dating profile – avoid including your last name, contact information, place of work, or other social media account handles.
  • Cross check your other social media accounts to ensure only people you actually know have access to your information.
  • Review safety tips for the app or website you are using.  Many include recommendations to communicate only within the platform until you feel comfortable or meet in person.
  • Don’t share too many details at first.
  • Beware of what you share, especially photos and personal information – it may be impossible to get it back once you share it.
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason not to do something.
  • Stop communicating with anyone who attempts to pressure you into providing your personal or financial information or who seems to be trying to trick you into providing it. If this happens, consider contacting the dating app provider and/or law enforcement.
If you are the victim of a crime, you have several options, including:
  • For students seeking confidential counseling services, contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
  • If a campus community member you know is exhibiting distressing, disturbing, disruptive, or dangerous behavior, contact the university CARE team by calling (208) 426-1527, or fill out a CARE report online at care.boisestate.edu.
  • Students of all genders can receive confidential support services, including assistance filing a complaint with the university and/or with law enforcement, as well as learn how to help make our campus safer, through bystander intervention by contacting the Gender Equity Center in person on the second floor of the Student Union Building, above the Info Desk at 1700 University Drive, Boise, ID 83706, by phone at (208) 426-4259, or by sending an email to genderequity@boisestate.edu.
You are encouraged to report crimes to law enforcement, but you do not have to.

04/05/18 – Sexual Assault Timely Warning Notice

7:57pm: This message has been approved for mass email distribution by Kevin Satterlee, Chief Operating Officer, Vice President and Special Counsel, in accordance with Boise State Policy 8100.

Earlier today the university received a report regarding a sexual assault that occurred recently in on-campus housing.  The suspect has been identified and this case is under investigation. In response to this incident, Boise State University is providing the following information about sexual assault.

The only person responsible for sexual misconduct is the perpetrator. It is a violation of university policy to engage in sexual activity without affirmative consent (clear words or actions indicating a desire to engage in the specific sexual contact) from the other person. This is reflected in university policy: https://www.boisestate.edu/policy/governance-legal/sexual-harassment-dating-violence/.  A university student or employee in violation of this policy may face sanctions or disciplinary action up to and including expulsion or termination.

Most sexual assaults are not committed by a stranger but by someone who is known to the victim, such as a date or other acquaintance. If a date or other acquaintance performs any sex act upon you without your consent, it is a violation of university policy. Even if a person is your significant other or date, it is still a violation of policy to perform any sex act upon them without their consent.

Sexual assault is never the fault of the victim. You should consider the following:
  • Make sure you have consent before you engage in any sexual contact. Consent is a clear and freely given “yes,” not the absence of a “no.”
  • Consent for the sexual activity must be free of force, threat, intimidation, or coercion. Neither silence nor a prior relationship is sufficient to indicate consent.
  • Don’t assume you know what the other person wants, ask.
  • If consent is given, check in throughout the sexual activity.
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation.
  • Alcohol or drugs are sometimes used to create vulnerability to sexual assault. Studies of sexual assault incidents show a high correlation between acquaintance rape and drug/alcohol usage.
If you are the victim of a sex offense, you have several options, including:
  • Reports of sexual misconduct, as well as questions related to sexual misconduct, can be directed to the Interim Title IX Coordinator, Alicia Estey, at (208) 426-1258 or via email at reportdiscrimination@boisestate.edu.
  • For students seeking confidential counseling services, contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).

If you have questions about how the University responds to and investigates reports of sexual misconduct, please visit compliance.boisestate.edu/titleix/ or contact Interim Title IX Coordinator Alicia Estey at (208) 426-1258 or by email at reportdiscrimination@boisestate.edu.

03/28/18 – Campus Crime Safety Awareness Notice

7:39pm: This message has been approved for mass email distribution by Kevin Satterlee, Chief Operating Officer, Vice President and Special Counsel, in accordance with Boise State Policy 8100.

Recently the University received reports of two separate but similar sexual assaults upon members of the Boise State community by the same suspect. The suspect has been identified and these cases are currently being investigated by the University.  In light of these incidents, we feel it is important to send out a Campus Crime Safety Awareness Notice to provide safety tips and remind the campus of resources.

We strive to foster a community that looks out for one another and promotes our shared values.
  • If you notice a situation that doesn’t seem right, check in and make sure things are okay.
  • You don’t have to have all of the details of a situation or even know the people to make sure they are safe. When it’s safe to do so, take action or get assistance.
  • As a bystander, you can create a distraction, directly address a situation, or request help from others.
If you are the victim of a sex offense, know that you are never at fault; no one chooses to be assaulted.

You have several options:

  • Reports of sexual misconduct, as well as questions related to sexual misconduct, can be directed to the Interim Title IX Coordinator, Alicia Estey, at (208) 426-1254 or via email at reportdiscrimination@boisestate.edu.
  • For students seeking confidential counseling services, contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
  • The Gender Equity Center offers students of all genders confidential support, information about rights and options or assistance in accessing campus or community resources.  For more information, or to schedule an appointment, visit the Gender Equity Center on the second floor of the Student Union Building, above the Info Desk at 1700 University Drive, Boise, ID 83706, call (208) 426-4259, or by sending an email to genderequity@boisestate.edu.
  • The Women’s and Children’s Alliance provides a 24/7/365 crisis hotline at (208) 345-7273.
  • FACES of Hope Victim Center provides crisis counseling and can be scheduled by calling (208) 577-4400.
You are encouraged to report crimes to law enforcement, but you do not have to.

To make a police report;

The only person responsible for sexual misconduct is the perpetrator.

While nothing is fail-safe, here are some options you may want to consider to reduce your and your friends’ risk of being victimized or victimizing another person:

  • Always trust your instincts. If you feel uneasy or sense something is wrong, do whatever you can to get out of that situation and get help
  • Have a companion or a safe means of getting home, for example, a rideshare or taxi
  • Tell friends your plans
  • Avoid or limit consumption of alcohol or drugs
  • Intervene if you feel that a friend is in an unsafe situation
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason
  • Communicate your limits as clearly as it feels safe to do so, and respect when someone else shares their boundaries
    • If someone starts to offend you or cross a line that you have set for yourself, tell them firmly and early if it is safe to do so. If the person does not respect your wishes, it is okay to remove yourself from the situation immediately. Miscommunication can be explained later.
    • If you are not able to remove yourself from the situation or set a firm boundary, this can often contribute to the guilt felt following unwanted sexual advances, but it does not make it your fault.
    • If someone sets a boundary with you, respect that boundary.  Don’t push for them to change their mind, bribe, intimidate, or threaten them.
  • Be assertive
    • Some people may interpret passivity as permission – it is not. Be direct and firm with someone who is sexually pressuring you. Tell an acquaintance or your partner what you want – or don’t want – and stick with your decision.
    • All parties involved in a sex act must consent. Consent to one activity does not imply consent to another.
  • Respond physically
    • If someone is assaulting you and not responding to your objections, you have the right to respond physically or to physically defend yourself if you feel you can do so. If possible, push the person away, scream “No!”, and say that you consider what the person is doing to be rape.
    • It is understandable that most people instinctively do not respond forcefully to people they know or if they are incapacitated.  It is not your fault if you find that you are unable to do so.
If someone does cross your boundaries, it is never your fault.
  • Our bodies sometimes respond to frightening situations by freezing or dissociating. This is a protective mechanism, and you may not have control over how you respond.
  • It can be helpful to seek support after an incident that causes you concern or distress.

We recognize sexual assault is sometimes perpetrated while a victim is incapacitated due to alcohol or drugs and that such a dynamic may cause campus community members to be hesitant to report. If a campus community member is assaulted when drinking while underage or using drugs, they will not be charged with violating campus drug or alcohol policies. This practice is to support a victim in reporting and to help hold perpetrators accountable.

Recently, the University received a report of a sexual assault upon a member of the Boise State community.  The incident happened off-campus at a function unaffiliated with the University.  However, we feel it is important to send out a Campus Crime Safety Awareness Notice to remind the campus of resources available to victims and to provide tips to help keep you and other campus members safe.

We strive to foster a community that looks out for one another and promotes our shared values.

  • If you notice a situation that doesn’t seem right, check in and make sure things are okay.
  • You don’t have to have all of the details of a situation or even know the people to make sure they are safe. When it’s safe, take action anyway or call for assistance.

If the person does not respect your wishes, it is okay to remove yourself from the situation immediately. Miscommunication can be explained later. If you are not able to remove yourself from the situation or set a firm boundary, this can often contribute to the guilt felt following unwanted sexual advances, but it does not make it your fault.
  • Be assertive
    • Often passivity can be interpreted as permission – it is not. Be direct and firm with someone who is sexually pressuring you. Tell an acquaintance or your partner what you want – or don’t want – and stick with your decision. Regardless, there must always be active consent on both sides. Consent to one thing does not imply another.
  • Respond physically
    • Even clear communication is not always effective. Some people simply don’t listen or don’t care. If either person is intoxicated or high, it may also complicate the situation. However, it is not an excuse for someone to commit sexual assault. If someone is assaulting you and not responding to your objections, you have the right to respond physically or to physically defend yourself if you feel you can do so. 10/09/17 – Campus Crime Safety Awareness Notice

04:18pm: Recently, the Boise State Department of Public Safety has received reports of sexual misconduct from members of the Boise State community.  These reports involved different situations and perpetrators.  While the reported incidents themselves did not meet the criteria for notification of the campus community, we felt it was important to send out a Campus Crime Safety Awareness Notice to remind the community of conduct that violates our policy and to ensure the campus is informed of resources available to victims.

Boise State University is committed to the health, wellbeing, and safety of all students. Boise State University is providing the following information on sexual misconduct to educate the campus community.

The only person responsible for sexual misconduct is the perpetrator. It is a violation of University policy to engage in sexual activities without affirmative consent (clear words or actions indicating a desire to engage in the specific sexual contact) from the other person. This is reflected in University policy: https://www.boisestate.edu/policy/governance-legal/sexual-harassment-dating-violence/. A University student or employee in violation of sexual misconduct policies face sanctions up to and including expulsion or termination.

Most sexual assaults are not committed by a stranger but by someone who is known to the victim, such as a date or other acquaintance. If a date or other acquaintance performs any sex acts upon you without your consent, it is a sex offense. Even if a person is your significant other or date, it is still a sex offense to perform any sex acts upon them without their consent.

Sexual assault is never the fault of the victim.

While nothing is fail-safe, here is some other information you may want to consider:

  • Make sure you have consent before you engage in any sexual contact. Consent is a clear and freely given yes, not the absence of a no.
  • Consent for the sexual activity must be free of force, threat, intimidation, or coercion. Neither silence nor a prior relationship is sufficient to indicate consent.
  • Don’t assume you know what the other person wants, ask.
  • If consent is given, check in throughout the sexual activity.
  • No means no and stop means stop. If a person seems uncomfortable, is non-participatory, or states that they want to be doing something else, this also means stop.
  • A person has the right to change their mind at any time during a sex act, even if they have engaged in it before.  Consent can be withdrawn at any point.
  • Don’t feel obligated to do anything you don’t want to. “I don’t want to” is always a good enough reason.
  • Always trust your instincts. If you feel uneasy or sense something is wrong, do what you can to get out of that situation.
If you are the victim of a sex offense, you have several options, including:
  • Reports of sexual misconduct, as well as questions related to sexual misconduct can be directed to the Interim Title IX Coordinator, Alicia Estey, at (208) 426-1258 or via email atreportdiscrimination@boisestate.edu.
  • For students seeking confidential counseling services, contact University Counseling Services by phone at (208) 426-1459, or in person at 1529 Belmont St, Boise, ID (located directly behind the Student Recreation Center, in the Norco Building).
  • Students of all genders can receive confidential support services, including assistance filing a complaint with the university and/or with law enforcement, as well as learn how to help make our campus safer, through bystander intervention by contacting the Gender Equity Center in person on the second floor of the Student Union Building, above the Info Desk at 1700 University Drive, Boise, ID 83706, by phone at (208) 426-4259, or by sending an email togenderequity@boisestate.edu.
You are encouraged to report crimes to law enforcement, but you do not have to.
  • In case of emergency, call 911, activate a blue emergency phone on campus, or call the Department of Public Safety at(208) 426-6911.
  • If you choose to initiate a police investigation of this crime, Boise Police Department will investigate, provide support, and offer related services.
  • You can now have a panic alarm on your cell phone by using the free Rave Mobile Safety App. To learn about the app and how to download it, visit: https://security.boisestate.edu/rave-guardian/.

Sex offenses are treated with the greatest seriousness on our campus; severe disciplinary action will be taken when a member of the university community is found responsible for committing a sex offense in violation of university policy. In the case of disciplinary action, it is our university’s commitment that a victim shall be informed of the outcome of any institutional disciplinary proceeding brought alleging a sex offense.

Due to the deteriorating air quality in the Treasure Valley, we would like to give you some information and resources so you can monitor the air quality index and make decisions both for yourself and anyone involved in outdoor activities under your responsibility.

The current Air Quality Index in Boise has just been measured at Purple/Very Unhealthy. Instructions from the various health agencies recommend that, “People with heart or lung disease, older adults, and children should avoid all physical activity outdoors. Everyone else should avoid prolonged or heavy exertion.”

Some things you should know, we are responsible for conducting classes and operations on campus and we will continue business as usual until conditions warrant reconsideration of that decision. However, we will be sensitive in accommodating students, faculty, and staff who need to avoid being outside due to respiratory illness or other factors.

Boise State will continue to monitor the Idaho Department of Environmental Quality (DEQ) Air Quality Index and will notify the campus community when changing conditions warrant an update. You can monitor the Air Quality Index levels yourself at these websites:

Some things you can do:

  4. Everyone should avoid activities that require exertion or prolonged periods outside.
