Bylaws

College of Health Sciences Boise State University Approved: 5/2019

Purpose:

To serve as a general guide to college structure for members of the College of Health Sciences community.

Scope:

The information outlined in the Bylaws applies to members of faculty and staff in the College of Health Sciences at Boise State University.

Responsible Party:

The Dean of the College, or designee, is responsible for implementation of the Bylaws.

Definitions:

Schools and Academic Departments in the College of Health Sciences are as follows.

  • School of Allied Health Sciences
  • Department of Kinesiology
  • Department of Radiologic Sciences
  • Department of Respiratory Care
  • Genetic Counseling
  • Public Health and Population Science (formerly Community and Environmental Health)
  • School of Nursing
  • School of Social Work
  • Health Services

College of Health Sciences Office of Research

Centers and Institutes:

  • Center of Excellence in Environmental Health and Safety
  • Center for Health Policy
  • Center for Study of Aging
  • Center for Orthopaedic and Biomechanics Research
  • Institute for for the Study of Behavioral Health and Addiction
  • Center for Physical Activity and Sport

Laboratories

  • Human Performance Lab
  • Health Sciences Simulation Center
  • Agricultural Health Lab

Titles residing in the College of Health Sciences follows University Policy.  Please refer to the Boise State University Policy #7000.

College Meetings

The College of Health Sciences, as a whole, meets at least twice each academic year. Additional meetings may be called by the Dean as necessary.

College Standing Committees are as follows:

  •      COHS Leadership Team
  •      Extended Leadership Team
  •      Graduate Curriculum
  •      Undergraduate Curriculum
  •      Promotion and Tenure
  •      Policy
  •      Interprofessional Education
  •      Clinical Affiliation Committee
  •      Additional committees will be developed as needed. Initiation and staffing of new committees will be conducted by the Associate Dean.

Committee Duties and Responsibilities

College Committees are accountable for making final recommendations to the Dean to ensure high quality outcomes. Committees members are responsible for keeping their constituents informed about policy changes and are expected to solicit and consider input from faculty, staff, and students as appropriate before making final recommendations.

Committee duties for each academic year:

  • Discuss charges for the academic year with a representative from COHS leadership.
  • Meet a minimum of twice per semester (more as needed).
  • It is expected that faculty/staff attend all scheduled meetings unless prior arrangements have been made to miss a meeting.
  • Committees are required to prepare a final report. These are submitted in May to the Associate Dean and include a description of accomplishments and proposed next steps/recommendations for the committee in the subsequent academic year.

Committee Membership and Voting Privileges

In an effort to distribute leadership throughout the College, it is the intent of the College that faculty and staff should serve on College Committees. Committee membership unless otherwise specified consists of representative from each academic department. Student representation may occur (Boise State University Policy #4310). The term of appointment to a Committee is typically for a period of two years and are staggered to assure consistency. Reappointments may be made.

When a vote is required prior to making final recommendations to the Dean, all full-time faculty and staff shall have voting privileges. All full-time faculty, clinical faculty, professional staff and classified staff may serve on committees and have voting privileges.

COHS Leadership Team

Membership: The Dean, Associate Dean, Assistant Dean, Development Director, Health Services Director, and School Directors within the college.

Responsibilities: Oversight and implementation of strategic plan and college leadership.

COHS Extended Leadership Team

Membership: The Dean, Associate Dean, Assistant Dean, Development Director, School Directors, the Director of Student Services and Academic Advising, Director of the COHS Office of Research, Associate/Assistant Directors, Department Heads and Department Chairs within the college, Center Directors, Director of Health Services.

Responsibilities: Oversight and implementation of departmental leadership.

Undergraduate and Graduate Curriculum Committees

Membership: Faculty representative from each academic department or school as appropriate.

Responsibilities: Oversight of the undergraduate and graduate curriculum changes.

Policy Committee

Membership: One representative from each department or school as appropriate.

Responsibilities:

    • Oversight of review/revision of College policies to assure current validity and consistency with State Board of Education and Boise State University policies.
    • Review/revision of COHS bylaws. Changes to bylaws require a simple majority vote from full-time faculty and staff.
    • Examine College related policy issues.

Promotion and Tenure Committee

Membership: The Committee shall be composed of five (5) or more faculty members representing the departments/schools of the college and one student. The majority of the faculty shall be tenured and at least one (1) of the faculty shall be Clinical track.

Responsibilities: Review of promotion and/or tenure portfolios per College and University policy.

Oversight of review/revision of College Promotion and Tenure policies.

Interprofessional education (IPE)

Membership: One representative from each department or school as appropriate.

Responsibilities: Oversight and review/revision of IPE curriculum, events and activities within the college.

Clinical Compliance

Membership: One representative from each department or school as appropriate.

Responsibilities: Oversight and review/revision of clinical affiliation processes and policies.

Duties and Responsibilities of Administrative Officers

Dean. The Dean provides academic and administrative leadership to the college. The Dean has responsibility for the organization and operation of the college and provides leadership and final decision-making.

Associate Dean. Associate Deans serve at the pleasure of the Dean. S/he provides academic and administrative leadership to the college as directed by the Dean.

Specific duties that may be assigned to an Associate Dean include, but are not limited to:

      •      Oversight of college research and services centers,
      •      Coordination of college-wide advising including new student and summer support programming
      •      Providing Dean level review for Academic Appeals within the College
      •      Planning Academic Leadership Council Retreats
      •      Oversight of college committees and policy development
      •      Working with the Dean to facilitate the College Strategic Planning process
      •      Represent college at university and community functions

Assistant Dean. Assistant Deans serve at the pleasure of the Dean.  S/he provides academic and administrative leadership to the college as directed by the Dean.

Specific duties that may be assigned to an Assistant Dean include, but are not limited to:

      •      Oversight of college committees and policy development
      •      Oversight of Clinical Affiliation Agreements for the College
      •      Oversight of Faculty in Residence program at college level
      •      Liaison with projects concerning information technology

School Director. School Directors serve at the pleasure of the Dean. S/he provides administrative leadership to the school.

Duties of the director include, but are not limited to:

      •      Facilitation of productive interschool communication
      •      Management of school budget
      •      Organization of administrative tasks
      •      Leadership in identifying external funding sources, intercollegiate opportunities promoting school programs

Department Chair/Head. Department Chairs/Heads serve at the pleasure of the Dean and members of their respective departments. S/he provides academic and administrative leadership to the department.

Duties of the chair include, but are not limited to:

      •      Facilitation of productive interdepartmental communication
      •      Management of budget
      •      Organization of department program and administrative tasks
      •      Leadership in improving teaching and other scholastic endeavors

Associate Chair/Head. Associate Chairs serve at the pleasure of the Chair and members of their respective departments. S/he provides academic and administrative leadership to the department as directed by the Chair.

Program Director. Program Directors serve at the pleasure of the Dean, Director, or Chair as appropriate. S/he provides academic and administrative leadership to their respective programs.

Assistant/Associate Director. Assistant/Associate Director serve at the pleasure of the Director. S/he provides academic and administrative leadership to the department as directed by the Director.

Coordinator/Clinical Coordinator. Coordinators serve at the pleasure of the Chair and/or Director of their respective departments/programs. S/he provides emphasis area or clinical and administrative leadership to the department.

Development Director. Serves at the pleasure of the Vice President for University Advancement. S/he works cooperatively with the dean and faculty of the college on prospect identification, cultivation, solicitation and stewardship. S/he serves as the main liaison between them and the Boise State University Foundation.

Director of Health Services.  Serves at the pleasure of the Dean.  S/he provides strategic and operational leadership, in cooperation with other COHS departments, to be the face of and provide the medical, behavioral health, and wellness needs of the university.
