The Department of Public Safety supports a campus that works for everyone—safe, easy to get around, and accessible. Enforcing parking rules ensures parking is available when and where it’s needed.

On this page, you’ll find tips for preventing citations and how to address or appeal a citation in the event you receive one.

Preventing Citations

Make the most of your parking experience by following these simple guidelines:

  • Always display a visible license plate and VIN
  • Park in your assigned permit zone or designated hourly/visitor areas
  • Never park in restricted areas (like fire lanes, ADA stalls, or service zones) unless authorized
  • Obey all posted signs and time limits
  • Only park overnight in residential lots with the correct permit
  • Register your vehicle in the Parking Portal and keep your information current

Citations and Fees

Citations are issued when a vehicle isn’t parked according to Boise State’s parking rules. The fee depends on the type and severity of the violation.

Types of Violations

Note: Examples are not an all-inclusive list.

Permit & payment violations

These are violations tied to failure to pay or display proper credentials. They may not involve safety concerns but still violate university parking rules.

Examples:

  • Failure to display a valid parking permit
  • Parking in a paid lot or metered space without payment
  • Expired visitor or daily permit
  • Exceeding time in a paid space without additional payment
Obstructive violations

These violations involve blocking access or creating a safety hazard. They often disrupt traffic flow or prevent access for emergency vehicles, pedestrians, or individuals with disabilities.

Examples:

  • Blocking fire lanes or fire hydrants
  • Parking in front of dumpsters or loading zones
  • Obstructing sidewalks, driveways, or building entrances
  • Parking in a designated ADA space without proper credentials
Restrictive violations

These violations involve parking in areas with specific time, permit, or use restrictions. While not immediately hazardous, they violate parking rules and may interfere with operations or assigned uses.

Examples:

  • Parking in a reserved space without the correct permit
  • Exceeding posted time limits in loading or short-term parking zones
  • Parking in areas reserved for service or emergency vehicles
  • Parking outside designated lines or zones
Severe violations

These are high-risk violations that pose a serious threat to safety or significantly violate parking rules. They may result in immediate towing or additional penalties.

Examples:

  • Repeated violations or misuse of permits
  • Use of altered, stolen, or counterfeit permits
  • Parking in a restricted area during emergencies
  • Unauthorized overnight parking in prohibited zones

Repeat Violations

Repeat violations may result in increased fines. For example: A $35 citation may increase up to $50, then $65, and up to $95. A $50 citation may rise up to $110.


Resolving a Citation

Citations must be resolved or appealed within 10 business days of the issue date to avoid late fees.

Ways to Pay

  • Online: Enter your License Plate or citation number in the Parking Portal
  • By Phone: Call (208) 426-7275 during business hours
  • In person: Visit the Parking Office (Student Union Building, first floor)
  • By Mail: Send a check or money order using the pre-addressed envelope (postage required)

Citation Diversion Program

In some cases, students may be eligible to have a $35 citation reduced to a warning through an educational or service-based option instead of paying a fee. These alternatives are not guaranteed and depend on availability.

Options include:

Bicycle Safety Course: Dismiss one $35 citation per academic year

Student Volunteer Hours: Resolve up to four citations per academic year by completing assigned service hours

Important notes:

  • You must request diversion within 10 business days of receiving the citation.
  • Eligibility and availability vary and participation is subject to approval.
  • Only $35 citations are eligible and will be converted into warnings upon completion of the program (no fee required).

Appeal a Citation

If you believe a citation was issued in error, you can appeal it through the Parking Portal.

Appeal guidelines:

  • Appeals must be submitted within 10 business days of the date of issuance.
  • If you miss the deadline due to an extenuating circumstance, you may apply for a one-time extension using an appeal deadline waiver.
  • Extensions are subject to approval and cannot be granted for citations older than 25 business days.
  • Appeals are reviewed by the Adjudication Committee and decisions are typically issued within 10–15 business days.
  • All appeal decisions are final.

Commonly denied reasons:

  • “I didn’t see the sign”
  • “I was only parked for a few minutes”
  • “There was nowhere else to park”
  • “I’ve parked here before without a problem”

Penalties for unresolved citations

Ignoring citations can lead to more serious consequences, including but not limited to:

  • Student account holds for unpaid balances of $100 or more
  • Loss of parking permit privileges
  • Vehicle booting or towing

To avoid these penalties, take action early or contact us for support.


Vehicle Towing and Booting

Vehicles may be booted or towed for serious or repeated parking violations, including but not limited to:

  • Accumulating six or more unpaid citations
  • Parking in fire lanes, ADA-accessible stalls, or other restricted areas
  • Creating traffic obstructions or safety hazards
  • Parking in restricted zones during events or construction activity

If your vehicle has been booted, please do not attempt to remove the boot yourself, as this may result in additional charges due to damages to the boot. To resolve the issue, pay all outstanding citations through the Parking Portal., then call (208) 426-7275 during business hours. If after hours, contact Public Safety Dispatch at (208) 426-6911. The responding Public Safety Officer will need to be shown the proof of payment.
