The Idaho Department of Insurance has partnered with IPI to conduct an analysis of the Idaho Senior Health Insurance Benefits Advisors (SHIBA) program, research approaches to State Health Insurance Assistance Programs (SHIPs) in other states, and report findings for consideration by the Idaho Department of Insurance (DOI) to improve the effectiveness of the SHIBA program. The project will analyze the effectiveness of four components of the SHIBA program: community partnerships, volunteer management, marketing and outreach, and operational procedures. Â
Data collection for the project was completed in November. The survey of SHIBA beneficiaries received 178 complete responses. The survey of SHIBA volunteers got 64 complete responses. IPI also conducted 21 interviews with Idaho SHIBA staff, community partners, and SHIP directors in other states. The data will be analyzed and presented as a report in December 2023.

IPI does data management for the HUD Eviction Protection Grant Program in partnership with Idaho Legal Aid Services and other partners across Idaho, Montana, and Utah. The program provides low-income households with free eviction legal services and representation.
In November, City Club of Boise hosted a forum of Idaho’s largest healthcare organizations. Vanessa Fry, IPI Director and City Club board member, moderated the panel. The panel addressed the most significant health challenges facing the community identified in the 2023 Community Health Needs Assessment. Partners including the St. Luke’s and Saint Alphonsus systems, United Way of Treasure Valley, and Central District Health discussed how they are now shaping their strategies for the next several years on this new and comprehensive information. Organizational leaders discussed this first-of-its-kind partnership and study and how these findings will guide the alignment of resources and needs-driven, evidenced-based solutions in the three main areas of focus the study revealed: Housing, healthcare, and mental health
