Foreign Liability Insurance

The State of Idaho provides Foreign Liability Insurance for employee international travel. The policy provides coverage for liability that is created by employee negligence while traveling within the scope and course of authorized business travel. Coverages included under the policy:

  • Commercial General Liability
  • Contingent Auto Liability
  • Employee Benefits Liability
  • Voluntary Employers Responsibility Coverages which include:
    • Benefits for Voluntary Compensation
    • Executive Assistance Services including medical and repatriation
    • Employer’s Liability
  • Accidental Death and Dismemberment and Medical Expense

This policy is not coverage for trip cancellation, baggage loss or flight delays.

The policy is applicable to all territories and jurisdictions with the following exceptions:

  • The United States including its territories or possessions, not including Guam.
  • Puerto Rico,
  • Any country or jurisdiction which is subject to trade or economic sanctions imposed by the laws or regulations of the United States. For a current list of the countries or jurisdictions, consult the U.S. Department of the Treasury (OFAC) website

Countries or jurisdictions included on the Schedule of Excluded Countries list do not have foreign liability coverage available should any risks, danger or hazard arise during travel to the excluded country including safe transport and medical assistance, should the cause of those risks be due to war declared or undeclared, civil war, warlike action by a military force, insurrection, rebellion, revolution, usurped power, terrorism or threat of terrorism.

Should your destination be to a Schedule Excluded Country, State Risk requires that you and your supervisor or department head complete and sign the State of Idaho Foreign Travel Acknowledgement of Risk form and email it to rmi@boisestate.edu.

Please consult the list of countries under Schedule of Excluded Countries to determine if your travel with require accompanying documentation by State of Idaho, Risk Management.

Submission for Foreign Liability Coverage

For coverage to be scheduled, you much complete a Foreign Travel Submission form with required accompanying documentation, if applicable.

While some travel destinations may not be covered under the policy, all travel outside of the continental United States must be submitted by completing the Foreign Travel Submission form. This allows the university to intercede on behalf of employees in emergency circumstances, outside of policy coverages, regardless of the location.

Please read the following acknowledgements and information in consideration of your international travel:

Health and Vaccination

  • Employees are responsible for their health. Foreign travel increases the likelihood of contracting and spreading diseases that are rare or not found in United States. It is the responsibility of the employee to become aware of known diseases or illnesses whether as an outbreak or endemic to the employee’s destination country(ies).
  • The University recommends that employees review and consider vaccinations for known illness or disease within destination country(ies), as recommended by CDC (Centers for Disease Control and Prevention), WHO (World Health Organization) or the employee’s personal physician or other accredited health organization.
  • Some countries require certain vaccinations for entry. It is the employee’s responsibility to meet vaccination protocols for destination country(ies).
  • Employees may choose whether to become vaccinated or not for international travel, if not required by destination country(ies).
  • Employees may choose not to travel to a country where they believe their health is at risk.

  • Export Control’s concerns center on the traveler’s safety and security, securing data and devices, safeguarding the integrity of Boise State systems and networks and complying with various laws and regulations.

Foreign Travel Crisis Response Preparation

Boise State Risk Management recommends that all employees and students while traveling in foreign jurisdictions have a Crisis Response Plan. The most effective plans begin with awareness and preparation. The following are basic recommendations to consider in developing your crisis response plan, so that you can safely enjoy your travel experiences:

  • Observe US Department of State advisories for travel and recommendations and restrictions while traveling within your travel destination(s).
  • Prior to all travel, register with your embassy, e.g. US Department of State (DoS) STEP program.
  • Contact the nearest U.S. Embassy or Consulate upon arrival in country and make them aware of your presence and itinerary, if only to confirm information the State Dept. has on file.
  • Do not become complacent.
    • Do not make assumptions about your safety based on location or associations.
    • Be aware of your surroundings.
  • Prepare now in case unforeseen events make a hasty departure necessary.
    • Familiarize yourself with travel destinations, customs and safety issues.
    • Be familiar with the area that you are staying and traveling. Plan optional travel routes from your lodgings and meeting locations to the nearest embassy/consulate, airport/transportation hubs/police departments/hospitals.
    • Carry a printed copy of your itinerary and local map in case of loss/theft of phone/computer/tablet or outages that impact communication networks.
    • Stay apprised of developing situations and news within your destination country and regions.
    • Ensure all documents are in order for an unscheduled departure.
    • Consider packing a “go-bag” and keeping it accessible.
    • Ensure you have resources (communication, financial) to book unscheduled travel.
  • Keep a low profile.
    • Respect local customs in dress and manner.
    • Dress conservatively.
    • Be sensitive to topics of discussions in public domains.
  • Avoid non-essential in-country travel and tourist activities.
  • In case of an emergency, complete and submit an online DoS crisis intake form.
