State Board of Education Program Change Process
Three Year Planning
Each Spring, the Vice Provost for Academic Planning and Institutional Effectiveness submits a list of potential new programs, discontinued programs, and modality changes to the SBOE. For details, please contact Jennifer Jayne, Senior Project Coordinator for Academic Planning.Â
Degree Program or Certificate changes
Funding
Consult with the College Dean and Graduate College Dean as applicable. Develop a funding strategy with the Dean if new funding is needed. The College Dean informs the Provost of the funding needs and shares the funding strategy for review and approval. When the funding strategy is approved and funding is identified, consult with the Senior Project Coordinator for Academic Planning, to start the Idaho State Board of Education proposal process. This includes obtaining information on the required documents and procedures for the Idaho State Board of Education proposal process. In addition, prepare to submit the necessary curriculum changes in Kuali.
Undergraduate Programs
- Consult with the College Dean or other relevant college leadership.
- Begin drafting the full SBOE proposal and budget early in the process.
- Develop curriculum and obtain approval from the applicable college curriculum committee and the Undergraduate Curriculum Committee (UCC).
- Submit the final draft of the full SBOE proposal and budget to the Senior Project Coordinator for Academic Planning for review and finalization.
Graduate Programs
- Consult with the College Dean, the Graduate College Dean, and any other relevant college leadership.
- Begin drafting the full SBOE proposal and budget early in the process.
- Develop curriculum and obtain approval from the applicable college curriculum committee and the Graduate Council.
- Submit the final draft of the full SBOE proposal and budget to the Senior Project Coordinator for Academic Planning for review and finalization.
Online Program Fee Model (OPF) Online Programs
- Consult with Extended Studies early in the process for this type of program/fee model. Also, contact Extended Studies for existing programs requesting to add an Online Program Fee (OPF).
- Follow the steps identified above for undergraduate or graduate programs.
Emphasis, Option, Minor, Undergraduate Certificate changes
- Consult with the College Dean or relevant college leadership
- Obtain approval from the applicable college curriculum committee and the Undergraduate Curriculum Committee / Graduate Council.
- The Senior Project Coordinator for Academic Planning will prepare a letter of notification to inform the SBOE of the change.
Note: A short proposal and budget are required for any new certificate program consisting of 30 or more credits. Please contact the Senior Project Coordinator for Academic Planning to obtain the necessary templates.
Office of the Provost
Finalize Proposal, Secure Signatures, and Submit to SBOE
Note: The proposal and budget must be submitted to the Office of the Provost at least 16 weeks before the State Board Meeting. View the SBOE meeting schedule.
The Vice Provost for Academic Planning and Institutional Effectiveness, along with the Senior Project Coordinator for Academic Planning, will finalize the proposal and budget, obtain all required internal signatures (i.e., College Dean(s), Provost, Deputy CFO, and President), and submit them to the State Board of Education.
**Allow at least two weeks for the collection of all required internal signatures and additional two – four weeks for the review and finalization of the proposal.
Full Proposal Review Process
- a 30 – 45 day institutional review period, during which other Idaho institutions may review and provide comments;Â
- a review by the Council of Academic Affairs and Programs (CAAP);Â
- a review by the Instruction, Research, and Student Affairs Committee (IRSA), a subcommittee of the SBOE;Â
- a review by the Business Affairs and Human Resources Committee (BAHR), another SBOE subcommittee reviewing all proposals and budgets for programs or certificates requesting an Online Program Fee (OPF), as part of its oversight of fiscal matters for Idaho’s public educational institutions.
- Proposals and budgets are forwarded to the Idaho State Board of Education Chief Academic Officer/Designee or the full board, as appropriate.
Approval Threshold
If the proposal’s budget is less than $250,000, approval is typically required only from the Executive Director of the SBOE or designee, and the proposal does not need to go before the full board or any SBOE subcommittees.
