Policy Updates for October 2021

Approved Policy Revisions

Sexual Harassment, Sexual Misconduct, Dating Violence, Domestic Violence, and Stalking (Policy 1065) – Revised 09/09/2021. Policy revised in alignment with the recent Office of Civil Rights guidance issued on August 24, 2021, allowing a hearing decision-maker to rely on an individual’s prior testimony even if the individual refuses to submit to cross-examination during a Title IX hearing. This revision allows the University to conduct more equitable Title IX investigations.

University-Recognized Student Absences (Policy 3120) – Revised 10/21/2021. Policy revised in response to the ASBSU resolutions summarized below allowing for duties required of military-affiliated students, bereavement for the death of an immediate family member, and jury duty service to count as university-recognized student absences subject to the requirements under the policy. In addition, the policy name was changed from “Official Student Absence Policy” to “University-Recognized Student Absences.”

1. ASBSU Resolution FY2021 – #02 calling for the University to allow students to engage in their patriotic duty as a military member of the United States Air Force/Air National Guard/Army/Army National Guard/Coast Guard/Marine Corps/Navy active duty or reserve components without affecting their responsibilities as a student negatively in order to remove the burden or consequence that the student may face when called upon to serve their country.

2. ASBSU Resolution FY2021 – #06 calling for the University to create a student bereavement policy for grieving students that allocates excused absences and accommodations for missed coursework.

3. ASBSU Resolution FY2020 – #15 calling for the University to allow students to engage in their civic duty as a juror without affecting their responsibilities as a student negatively in order to remove the burden or consequence that the student may face when called upon for jury duty.

Gifts and Awards (Policy 6230)  – Revised 10/22/2021. Policy rewritten to provide more clarity. In addition, the policy now provides a clear distinction between raffles and drawings under Section 10, and under Section 8, the policy allows vice presidents to establish an appropriate pre-authorization approval process for their division with the requirement to submit such approval process to the Vice President and Chief Financial Officer for approval. The policy name was also changed from “The Purchase and Offering of Gifts/Awards/Incentives” to “Gifts and Awards.”

Institutional Base Salary (Policy 7590) – Revised 10/22/2021. Policy revised under Section 4 and Section 6.2 to remove references to professional staff employment contracts.

Time Away from Work (Policy 7620)Revised 10/22/2021. Policy revised adding Section 4.5 – Lactation Breaks, stating that all full- and part-time employees, including student employees and Graduate Assistants, are allowed reasonable, paid break times for lactation for up to one year after the birth of a child in compliance with the Fair Labor Standards Act.

University Web Policy (Policy 8040) – Revised 10/21/2021. Policy was rewritten to provide clarity on the roles and responsibilities for the Director of Web Strategy and university site administrators. In addition, the policy now contains language requiring site administrators to use the university’s enterprise content management system unless an exception is granted by the Director of Web Strategy. The policy also contains language on paid advertising and sponsorships, use of personal web pages and websites, and non-compliance.

Communicable Disease (Policy 9270) – Revised 09/24/21. Policy revised in response to House Bill No. 68 which amended Chapter 37, Title 33, Idaho Code, by adding a new section 33-3730. The tenants of the policy were revised in compliance with the provisions under Idaho Code 33-3730, and the policy was reviewed by the directors for the district health departments. In addition, many other minor amendments were made, and the specific references to COVID-19 were largely removed from the policy

Drone Operations (Policy 12120)Revised 10/20/21. Policy rewritten removing the outdated Federal Aviation Administration regulations from the policy and adding language that establishes the authority for the University Drone Committee, their responsibilities, and the process for individuals to request permission to fly a drone on University-controlled or -owned property or for any drone flight operated on behalf of the University, including flights conducted indoors.

Approved New Policies

Compensation (Policy 7650)Approved 10/26/2021. New Policy developed to define the types of compensation actions and outline the University’s guidelines for administering compensation. This policy supports current practice and is not a change in how the University administers compensation. This policy serves to provide clarity, transparency, and consistency in the administration of employee compensation. This policy does not apply to the determination of faculty salaries which is covered under University Policy 4430 (Faculty Salary Determination).

Promotions, Transfers, Demotions, and Interim Appointments (Policy 7640)Approved 10/25/2021. New policy developed to provide the requirements and guidelines for current classified and professional staff promotions, transfers, demotions, or interim or acting appointments. This policy does not apply to faculty.

Approved Policy Deletions

Employee Benefits (Policy 7190)Approved 10/18/2021. Policy deleted. Human Resources maintains employee benefits information on their website.

Classified Employees Appointments, Reinstatements, and Transfers (Policy 7350)Approved 10/18/2021. Policy deleted. The tenants of this policy are now covered under Policy 7640 (Promotions, Transfers, Demotions, and Interim Appointments).

Minor Repairs and Alterations (Policy 9050) – Approved 10/18/2021. Policy deleted. The tenants of this policy are now covered under University Policy 9170 (Capital Project Needs).
