Citations, Towing and Appeals

is the responsibility of those who choose to drive and park at Boise State University to read and fully understand these regulations. Those vehicles found in violation may be cited, fined, and/or impounded.

Towing and Impounding

Per Boise State Policy 12130, The University reserves the right to impound and/or tow, at owner’s expense, any vehicle with or without a parking permit which violates parking regulations. Reasons a vehicle may be impounded include:

  • Any vehicle parking in a fire lane will be ticketed, and may be impounded and/or towed at the time of violation at the vehicle owner’s expense.
  • Any vehicle parking in a designated accessible space without a valid accessible permit or designated accessible special parking permit will be ticketed, and may be impounded and/or towed at the time of violation.
  • Vehicles with six or more unpaid citations that have received Parking Privileges Revoked notices will be impounded. Full payment of all citations on record will be required to release the vehicle.

Towing is done by B & W Wrecker Service, 20 S. Garden Boise, (208) 342-2541. All towing fees must be paid with cash or credit card to the towing company to obtain a release of the vehicle. The University assumes no responsibility in the event of damages resulting from the towing of a vehicle.

Citation Rates

The following are payment or permit violation series and obstructive violation series.

Payment or Permit Violation Series

  • License plate not registered
  • Expired meter
  • Permit not displayed in vehicle
  • Parking in any permit required area without a matching permit
  • Time zone violation
  • Loading zone time exceeded
  • Not actively charging at charging station
  • Overnight parking
  • Parking more than one registered vehicle in a reserved/commuter area at any given time

Obstructive Violation Series

  • Parking in roadway
  • Blocking another vehicle
  • Blocking traffic
  • Dumpster area
  • Parking in more than one space
  • Parking on sidewalks
  • Within an intersection
  • Blocking a driveway
  • In a crosswalk
  • On grass or areas not designated for parking
  • Parking in “Boise State Service or Authorized Vehicle Only”spaces without proper permit

Appeals

If a citation was issued in error, you have the right to submit an appeal. The appeal and any accompanying documentation must be received by the Department of Public Safety Adjudication Committee within ten (10) business days of the date of citation issuance. Please be aware that a citation may not be appealed if it has already been paid. Submit your appeal prior to making payment on a citation.

Ticket Diversion Programs

Boise State Department of Public Safety has created two Ticket Diversion programs. These programs may be used to waive or reduce unpaid parking citations.

Who these programs are for:

  • Anyone who would like to reduce their citation fee(s).
  • Anyone without a valid reason for citation appeal.

Ticket Diversion – Volunteer Service Hours

This ticket diversion program is an option to reduce up to six citations, by working for the Department of Public Safety Events, or Maintenance units. This program is available only for Students one time per academic period (up to three times per year). If a candidate does not complete their shift (walk out) or does not provide notice in advance that they will not be able to cover their shift they will be permanently banned from the program.

Citations may be reduced to warnings in exchange for hours worked as indicated by the following table:

Failure to comply, Restrictive Violations, and Life/Safety Citations will not be eligible for the program and will need to be paid normally. Essentially any citations on the Second price tier that starts at $50, and any Non Tiered Citations like ADA, Fire lanes, DRs, etc.

Interested in the Program?

Customers interested in the program can reach out to Parkingquestions@boisestate.edu with their:

  • Name
  • Boise State ID number
  • Vehicle License Plate
  • Citation Number(s) they wish to reduce

If they qualify for the program they will be put in contact with the appropriate team manager to arrange their volunteer shifts.

Ticket Diversion – Bike Program

This ticket diversion program is an option to reduce a $35 citation to a warning, by attending a Bicycle Safety class that helps the Boise State commuter understand more about bicycle transportation.

This class will focus on the basic workings of a bicycle and bicycle rules of the road. The participants will be required to attend a 30-45 minute classroom session followed by a 30-45 minute outdoor riding session, weather permitting*. Plan on meeting at the Cycle Learning Center.  Participants are expected to be ready to ride with bicycle and helmet or have arrangements with the Cycle Learning Center to borrow a bicycle and helmet.

If there is no outdoor session, the indoor class session time will be adjusted to cover additional material

How does the program work?

  • Participant is required to sign up for a scheduled bicycle safety class within 10 business days of a citation. Participant must register for a scheduled class. (make sure your registration form requests the citation date and logs the input time)
  • It is up to the participant to remember to attend class on the scheduled day; there will not be automatic reminders.
  • A check-in document will be provided at the end of each scheduled class. Participant must stay for the entire length of the class to receive attendance credit.
  • Once the participant has successfully completed the class, $25 will be removed from the most recent citation on the account.
  • This ticket diversion reduction is only available once per year for each participant, resetting at the beginning of each fall semester. Patrons can register for and attend the bicycle safety classes, without a reduction credit, as many times as desired.

Additional Penalties

Violators of parking regulations, including those who avoid or neglect to pay outstanding parking fines, shall be subject to additional penalties including, but not limited to, the following measures.

Administrative Holds/Withdrawal

Per Boise State Policy 3200 Section 3.5, students with unpaid parking citations may have an Academic Hold placed on their student account and are subject to Administrative withdrawal. The minimum threshold for a financial hold is $100. No hold will be placed for an amount of less than $100. Academic Holds can be removed if all unpaid violations are paid. Revocation/Reinstatement of Parking Privileges

Revocation:

Per Boise State Policy 12130 and the Department of Public Safety Regulations, Use of any motor vehicle on Boise State University campus is a privilege which is revocable for cause. Revocation may result for:

  • Nonpayment of fines for 90 days or more
  • Misuse of permit or decal
  • Acts of vandalism to facilities
  • Five or more unpaid citations
  • Abusing Transportation & Parking Services staff

All permits displayed on/in vehicles become invalid when parking privileges are revoked. Any individual whose parking privileges have been revoked is not permitted to park any vehicle on the campus of Boise State University. Any vehicle, registered or unregistered, or recognized as being driven or owned by an individual whose parking privileges have been revoked will be impounded.

Use of any motor vehicle on Boise State University campus is a privilege which is revocable for cause. Revocation may result for reasons stated throughout this document and for nonpayment of fines, misuse of permit or decal, acts of vandalism to facilities, continual violations, refusal to pay, or abusing Transportation & Parking Services staff.

Reinstatement:

Reinstatement of parking privileges may be obtained by paying all outstanding parking fines. Reinstatement of parking privileges will not be granted, unless authorized by the Department Director, when the following is involved: 1) Acts of vandalism to facilities; 2) Abuse of Transportation & Parking Services staff; 3) When revocation occurs more than once during the course of any academic year.
