Vice President for University Affairs and Chief of Staff

The Vice President for University Affairs and Chief of Staff oversees the University’s legal, compliance, policy, public safety and public health functions, and is the liaison to internal audit functions under the State Board of Education.

  • Alicia Estey

    Vice President for
    University Affairs and
    Chief of Staff

    Alicia Estey served as the Senior Associate Vice President of Campus Operations and the university’s Chief Compliance Officer before being named Chief of Staff and Chief Compliance Officer in October 2018 then as Vice President for Compliance, Legal and Audit as of January 2020. Currently, Estey serves as Vice President for University Affairs and Chief of Staff.

    From 2013-2017, Estey served the university by overseeing compliance with statutory and regulatory requirements, managing agency audits and supervising investigations of discrimination-based complaints in the position of executive director of Institutional Compliance and Ethics.

    She joined Boise State in 2006 as the special assistant to then-Vice President of Finance Stacy Pearson. Thereafter she served in various roles in Finance and Administration including policy analyst, regulatory compliance officer and director of tax. Before her time at Boise State, Estey worked in the tax department at the J.R. Simplot Company. She recently was elected to the Boise School Board.

  • Elise Alford

    Special Assistant to
    Vice President for University
    Affairs and Chief of Staff

    Elise Alford provides support and consultation to the president’s office projects and initiatives for the chief of staff and vice president for university affairs. She is a current member of the reintegration committee responsible for facilitating a successful return to campus, and most recently served as senior associate director for the Boise State student union.

    Alford brings 12-plus years of professional higher education experience to the role, including a decade of service to Boise State during which she has provided leadership and development for programs, people and budgets. Her career spans multiple institutions and segments of the field, with programmatic oversight for student unions, event services, university art galleries and collections, residence life, orientation and family outreach. She has served in numerous volunteer leadership roles with the Association of College Unions International, including regional director.

    She is known on campus for her characteristic resourcefulness and ability to foster cross-divisional, cross-disciplinary partnerships and initiatives with an intention and focus on relationships, policies and processes. Among her many achievements at Boise State, Alford led university event services to centralize campus event space and services, established the Bronco Parent and Family Association – now managed by New Student Programs – and contributed to numerous policy initiatives surrounding use of university space and student fees.

    Alford is an alumna of Northwestern University in Evanston, Illinois, where she earned a Master of Science in Education with an emphasis on higher education and social policy, and of Vanderbilt University in Nashville, Tennessee, where she studied organizational development and English.

    Outside of her work with Boise State, Alford is an active supporter of the local arts community and enjoys exploring the Northwest by foot and kayak.

  • Emily Burns

    Executive Assistant to
    Vice President for University
    Affairs and Chief of Staff

    Emily Burns assists the Chief of Staff and Vice President for University Affairs. Previously she assisted the Vice President for Campus Operations/COO and served in the President’s Office assisting the Chief of Staff and Government Relations. She received her bachelor’s degree in Theatre and English from Trinity College in Hartford, CT and completed her master’s degree in public administration at Boise State.

    Prior to moving to Boise, she worked as Administrator for a non-profit legal aid firm, Pisgah Legal Services, in Asheville, North Carolina. Also during her time in Asheville, she helped found an all-female sketch comedy group, LYLAS, with which she wrote and performed SNL-like sketches poking fun at local issues and dating rituals.
