The Vice President for University Affairs, Chief Operating Officer and Chief of Staff oversees the University’s legal, compliance, policy, public safety, Children’s Center, public health and campus operations functions.
Departments and Services
In 2022, Boise State University’s internal audit office consolidated with the University of Idaho, Idaho State University, and Lewis-Clark State College to become one centralized audit function of the Office of the State Board of Education. To maintain independence, Internal Audit and Advisory Services (IAAS) reports functionally to the Audit Committee of the Idaho State Board of Education and administratively to the Office of the State Board of Education.

Alicia Estey
Vice President for University Affairs, Chief Operating Officer and Chief of Staff
Alicia Estey served as the Senior Associate Vice President of Campus Operations and the university’s Chief Compliance Officer before being named Chief of Staff and Chief Compliance Officer in October 2018 then as Vice President for Compliance, Legal and Audit as of January 2020. Estey currently serves as Vice President for University Affairs, Chief Operating Officer and Chief of Staff.
From 2013-2017, Estey served the university by overseeing compliance with statutory and regulatory requirements, managing agency audits and supervising investigations of discrimination-based complaints in the position of executive director of Institutional Compliance and Ethics.
She joined Boise State in 2006 as the special assistant to then-Vice President of Finance Stacy Pearson. Thereafter she served in various roles in Finance and Administration including policy analyst, regulatory compliance officer and director of tax. Before her time at Boise State, Estey worked in the tax department at the J.R. Simplot Company.

Lola Michaels
Special Assistant for Operations to the Vice President for University Affairs, Chief Operating Officer and Chief of Staff
Lola rejoined Boise State in 2022 after serving as Sr. Executive Assistant to the Executive Secretary-Treasurer/CEO at the Pacific NW Regional Council of Carpenters. The Council provided her with the opportunity to take advantage of her expertise in management, facilitating board work, crafting policy, human resources management, strategic planning, administrative staff advocacy and training, and leading up through the navigation of an abrupt change in leadership and direction.
Before joining the Regional Council, Lola served as the Senior Executive Assistant in the office of the CEO supporting two Deputy CEOs and Chief of Staff at Sound Transit in Seattle, as well as the Dean of the UW School of Nursing. Her prior position with Boise State spanned 9 years as the Executive Assistant to the VP of Finance and Administration. Lola’s experience in many different industries has contributed to a broad wealth of knowledge in business administration, processes and policy, legal contract administration, and strategic planning. Lola enjoys contributing to activities that uplift women and children, and intense conversations over coffee.

Tiffany Keeley
Senior Financial Manager
Prior to joining Boise State, Tiffany served for eight (8) years as Finance Manager with Anser Charter School where she managed budgeting, financial systems and internal controls, coordinated annual audits, managed and tracked grant funding, and managed submissions to the Idaho State Department of Education.
In addition to her experience at Anser, Tiffany has worked for a variety of small and large private sector organizations as an accountant concentrating on payables/ receivables, PO control, annual audits and monthly financial statements. Tiffany holds a Bachelors of Business Administration degree with a major in accounting from Boise State University.
